Budget Development, Financial Planning, and Reporting- 30%Prepares tentative and final annual school district budgets and long/short-term financial plans, incorporating enrollment trends, staffing projections, capital plans, and revenue forecasts.Prepares and presents financial and statistical reports to the Board of Education, Superintendent, and NYSED.Develop fund balance projections and monthly cash flow statements to guide investment and borrowing decisions.Maintains oversight of budget, revenue, fund balances, and reserve accounts; completes budget transfers.Assists Director of Food Services with profit/loss statements for the school cafeteria.Manages capital project planning, including pre-referendum steps, financial management, and filing requirements with NYSED.Prepares tax warrants, calculates the tax levy, and verifies school taxes; reconciles returned taxes from the tax collector.Assists with the annual budget hearing, budget newsletter, and generation of property tax notices.Maintains and monitors repayment schedules for capital notes and serial bonds.Determines short-term borrowing needs and obtains competitive rates; plans long term borrowing in cooperation with bond consultants.Prepares fiscal data to support federal and state grant applications.2. Grants and Special Aid Fund Management -10%Prepares and submits complete grant applications, amendments, and required cost reports (monthly, quarterly, final).Ensures alignment of expenditures with allowable costs and grant objectives.Provides statistical and fiscal data to support compliance and reporting for all grant funded initiatives.3. Payroll, Benefits, and Human Resources Support-10%Certifies payroll for posting and oversees payroll processing, ensuring timely and accurate disbursement.Administers employee benefit programs and coordinates with retirement systems (e.g., NYSTRS, NYSLRS}.Assists with Interviewing prospective employees and calculates salary agreements in accordance with contracts.Ensures compliance with collective bargaining agreements, labor law, and IRS/state mandates.4. Purchasing, Claims, and Procurement-10%Serves as purchasing agent for the school district.Manages all procurement activities to ensure compliance with Education Law and General Municipal Law.Oversees competitive bidding, vendor contracts, and claim auditing.Completes correspondence regarding procurement and finance where policy has been established.5. Facilities, Capital Projects, and Risk Management-10%Supports and manages aspects of facilities operations, maintenance planning, and capital improvement projects.Coordinates project financing and bond filings in cooperation with consultants and state agencies.Oversees insurance coverage and risk management procedures, including claims and renewals.6. Financial Records and Data Management-10%Plans and supervises the collection, tabulation, and analysis of financial and statistical data.Prepares internal and external audit documentation and coordinates with independent auditors.Ensures district compliance with all NYSED financial reporting requirements and audit schedules.7. Supervision and Organizational Leadership -10%Supervises the Business Office staff including the Treasurer, payroll personnel, and clerical employees.Supervises other operational department heads (e.g., food service, transportation, buildings and grounds, Instructional Technology).Provides staff training, assigns duties, and evaluates performance.Develops and manages the annual budget development calendar.Serves as liaison between business operations and other departments/programs.Represents the district at conferences and training sessions related to school business management.8. Board and Community Relations-10%Provides regular financial updates to the Board of Education and Superintendent.Attends Board meetings, public budget hearings, and community presentations as required.Respond to inquiries related to the budget, tax levy, and financial matters from the public and stakeholders.
