Brewster Central School District anticipates a 1.0 FTE Assistant Superintendent for Human Resources to join our community of professional learners. Effective July 1, 2023.MINIMUM QUALIFICATIONS:New York State Administrative Certification: SDA, SDLFive years experience as a supervisor in Human ResourcesPOSITION SUMMARY:The Assistant Superintendent for Human Resources is responsible for the overall administration, coordination and evaluation of the human resource function for the District.KEY RESPONSIBILITIES:Oversees the recruitment, hiring and exit process for all certificated and non-certificated staff members. Leads the recruitment and hiring of a workforce at all levels of the organization including substitutes; develops recruitment materials, visits college campuses, attends career fairs, and plans other recruitment functions.Ensures accuracy and legal compliance when developing the personnel agenda for the Board of Education.Administers the District’s collective bargaining agreements, from negotiations through contract management, interpreting contract language, negotiating memorandums of understanding and memorandums of agreement, processing grievances, and supporting supervisors in managing the collective bargaining agreements.Monitors human resource activities of supervisors for the purpose of assuring compliance with District’s human resources policies and procedures, collective bargaining agreements and laws and regulations.Participates in labor-management meetings and works proactively to resolve issues before they become formal grievances, utilizing problem-solving and mediation techniques to bring about resolution where appropriate.Investigates grievances and/or complaints from employees, parents, or other staff for the purpose of reaching resolutions that provide a healthy work environment.Oversees the administration of the employee benefits program, including but not limited to: NYS pension systems, health insurance, workers’ compensation, welfare fund benefits, Family Medical Leave Act (FMLA), etc.Consults with legal counsel as appropriate on personnel matters.Acts as one of the District’s Title IX officers and coordinates the Affirmative Action Plan.Maintains knowledge of industry trends and employment legislation and ensures District’s compliance.Oversees the administrative and teacher mentoring programExperience in educational leadership including the observation and evaluation of faculty and staff, and APPRNote: The above description is illustrative of tasks and responsibilities.
