Brewster Central School District believes that the continuous evolution of professional practice for the benefit of students occurs most effectively through the Professional Learning Community model.Minimum Qualifications:New York State Administrative Certification; SDA, SAS, SDLNew York State K-12 Special Education Teacher CertificationFive years of experience as a Special Education Teacher or as a Special Education related service provider (i.e., school psychologist, school social worker, speech/language pathologist) supporting students at the pre-school and/or K-5 level) At least 3 years experience chairing Committee on Preschool Special Education(CPSE) and/or Committee on Special Education (CSE) meetings for students at the K-5 grade levelsThis role requires an innovative visionary who can establish the least restrictive learning environments that are inclusive and sustainable.Position Overview:This 12-month administrative role, reporting directly to the Director of Pupil Personnel Services, seeks an instructional leader with expertise in special education. The salary is determined by the AAB collective bargaining agreement.Key Responsibilities:Supervision and Evaluation:Supervise and evaluate K-5 Pupil Personnel teachers, related service personnel, and support staff.Conduct formal and informal APPR observations for instructional staff.CSE and CPSE Oversight:Chair meetings of the CSE and CPSE, including Initial Eligibility, Program Review, Annual Review, Behavior Intervention, and Manifestation Determination Reviews as required.Assure timely follow-up of CSE recommendations regarding arrangements for services and evaluations.Documentation and Database Management:Maintain familiarity with the IEP Direct Special Education student database and documentation system, ensuring accuracy of clerical data entry and IEP production.Consultation and Resource Management:Act as a consultant and resource to District staff on the needs of classified students, available programs, and federal, state, and local regulations, policies, and procedures.Review referrals and consult with MTSS (RtI) teams to explore building level/regular education interventions prior to CSE involvement.Professional Learning and Collaboration:Identify and arrange professional learning activities for instructional and non-instructional staff.Partner with teachers to model instructional practices such as differentiation.Community Liaison:Serve as a liaison to District and community organizations, providing information regarding the CSE and CPSE process.Collaborate with Putnam County agencies and providers regarding students receiving services through the CPSE.504 Process Oversight:Oversee the 504 process at the elementary level, including chairing initial and annual review 504 meetings.Special Education Program Implementation:Collaborate with building administrators and teams to implement special education programs and services effectively.Support the ESY summer program.McKinney-Vento Implementation:Assist the Director of PPS with implementing McKinney-Vento regulations and supports for homeless youth.Instructional Leadership:Provide instructional leadership to K-5 special education teachers and related service personnel in support of high-quality instructional practices within the Least Restrictive Environment (LRE).Model a commitment to continuous professional learning.Capacity Building:Support the District’s efforts to continuously build internal capacity by recruiting and hiring highly qualified personnel.Knowledge, Skills, and Abilities:Comprehensive knowledge of special education laws such as the IDEA and NYSED Part 200 regulations.Ability to establish the least restrictive learning environments that are inclusive and sustainable.High moral, ethical, and professional standards.Expertise in faculty and staff supervision and evaluation.Effective communication and relationship-building skills.Excellent time management and organizational skills.Creative problem-solving skills.Special Education administrative experience preferred, Spanish Bilingual preferred The Brewster CSD will only consider electronic, online form submissions made through the OLAS website.
