The Clinton Central School is seeking a Transportation Supervisor beginning on or about July 1, 205. This is a full-time, 12 month position.SCOPE OF POSITION:This is a supervisory position involving responsibility for the safe and efficient operation and maintenance of the transportation system at Clinton Central School District. Safety is of utmost importance since the transportation of children is involved. Consequently, the incumbent must be aware at all times of the need to observe special cautionary measures in overseeing the transportation program and the related repair and maintenance activities. This class differs from Head Bus Driver, Dispatcher, or other equivalent titles because it leads the overall direction of the transportation program, including the supervision of Bus Drivers and the Dispatcher. The work is performed under the general supervision of the School Business Administrator or other school administrative official, allowing considerable leeway for the exercise of independent judgment. Supervision is exercised over the work of all subordinate transportation personnel. The incumbent performs related work as required. MAJOR RESPONSIBILITIES:Oversees the establishment of routes to be followed and preparation of time schedules for buses for public and non-public pupils in the school district; use of routing software is required;Supervises service, maintenance, cleaning, and repair of school district vehicles and ensures vehicles meet all accepted safety standards and requirements; this is done in partnership with Madison-Oneida BOCES Central Bus Maintenance facility;Prepares reports including bus mileage, calculating non-allowable pupil decimal, repair costs, inspections, and employee payrolls through recording personnel work hours;Recommends appointment and dismissal of transportation employees and sets standards of performance;Oversees the bidding of routes for bus drivers’ regular routes as well as extracurricular and athletic trips;Establishes a preventive maintenance schedule and ensures adherence by drivers and mechanics;Purchases or oversees the purchase of bus supplies including fuel, anti-freeze, washer fluid, repair parts, and general accessories;Ensures district compliance with all applicable federal, state, and local transportation regulations, including NYSED, NYSDOT, and DMV;Directs the preparation of accident reports and the filing of necessary insurance forms and Department of Transportation (DOT) records;Processes complaints regarding bus routine and scheduling, designation of bus stops, transportation personnel, and student bus discipline; Collaborates with building principals and pupil services personnel to address and resolve student behavior concerns on buses, ensuring consistency with school disciplinary procedures;Will handle formal grievances from transportation employees, and may participate on the School District negotiation committee;Leads and coordinates in-service training programs for transportation staff required by State Education Department and the school district to guarantee safety and effective student management; Ensures that transportation personnel comply with policies of the School Board as they relate to safety, courtesy, reporting, and self-responsibility;Assures that there are adequately trained substitute bus drivers available when needed;Develops and implements emergency transportation plans, including weather-related closures, evacuations, and mechanical failures, in coordination with district leadership;Proposes the annual transportation budget in partnership with the Business Administrator;May prepare specifications for new vehicles and equipment; Prepares a variety of records and reports related to efficient transportationOperates a computer, transportation-related software and cameras, along with other office machines, as necessary.REPORTS TO:School Business AdministratorQUALIFICATIONSGraduation from high school or possession of a high school equivalency diploma AND four (4) years of experience in the operation of multi-passenger vehicles and the dispatching of motor vehicles with two (2) years of supervisory experience. Possession of a NYS School Bus Driver Instructor (SBDI) certification is strongly preferred. SPECIAL REQUIREMENT: Eligibility for the Class B or higher-level New York State commercial driver's license with passenger endorsement and without airbrake restriction.
