The Waterford-Halfmoon Union Free School District seeks a collaborative, student-centered leader to serve as Director of Pupil Personnel Services. The successful candidate will provide strategic and day-to-day leadership of the District’s Special Education and English as a New Language (ENL) programs, while strengthening systems of academic and behavioral support through a Multi-Tiered System of Supports (MTSS) framework. This position is integral to advancing inclusive practices, ensuring regulatory compliance, supporting early intervention systems, and promoting positive outcomes for all students. Responsibilities Provide leadership and oversight of all Special Education and English as a New Language (ENL) programs in accordance with NYS regulations and district procedures. Chair CPSE, CSE and 504 meetings and ensure compliance with procedural safeguards, timelines, and documentation requirements. Oversee ENL identification, placement, service delivery, and compliance with Part 154 Commissioner’s Regulations. Lead and support implementation of Response to Intervention (RTI) and a Multi-Tiered System of Supports (MTSS) framework to strengthen early intervention, academic supports, and behavioral systems district-wide. Collaborate with building leaders to ensure data-driven decision-making and alignment between general education interventions and Special Education referrals. Coordinate services for students placed in private and out-of-district programs and maintain effective communication with families and agencies. Maintain strong working knowledge of NYS laws and regulations related to Special Education and ENL. Ensure accurate and timely completion of all NYS data reporting for Special Education and ENL programs. Administer and ensure compliance with all IDEA 611 and IDEA 619 grant requirements, including grant development, budget oversight, documentation, and required reporting. Oversee Medicaid documentation for related services billing and STAC submissions for both preschool and school-aged students to ensure compliance and accurate reimbursement. Serve as the District’s McKinney-Vento Homeless Liaison/Coordinator, ensuring compliance with the McKinney-Vento Homeless Assistance Act, including identification, enrollment, transportation coordination, and service access for students experiencing homelessness. Supervise and evaluate Special Education staff, ENL staff, related service providers, and support personnel as assigned. Collaborate with the Superintendent and Business Official in the development and management of Special Education and ENL budgets. Foster collaborative relationships with faculty, staff, families, students, and the Board of Education. Exercise sound professional judgment, discretion, and ethical leadership in all responsibilities. Perform other duties as assigned by the Superintendent. Qualifications NYS Certification as School District Administrator (SDA), School District Leader (SDL), or School Building Leader/School Administration and Supervision (SBL/SAS). NYS Certification in Special Education or a related service area required. 3–5 years of successful experience as a Director, Assistant Director, or related position in Special Education, ENL, or pupil personnel services preferred. Demonstrated experience leading or supporting RTI and/or MTSS frameworks, including data analysis and tiered intervention systems. Experience with compliance oversight, staff supervision, and budget management. Strong communication, organizational, and collaborative leadership skills. Why Join Us?
