The White Plains City School District has an opening for the position titled, Purchasing Assistant. Salary will be commensurate with experience. The incumbent for this position assists the Purchasing Supervisor in the controlling responsibility for the purchase of supplies, materials and equipment required by the school district by means of the competitive bidding process.Salary: CSEA Level XVII – Salary will be commensurate with experience.Qualifications: Possession of a high school or equivalency diploma and:Satisfactory completion of a minimum of sixty (60) credits at a recognized college or university and three (3) years of work experience in purchasing, one (1) year which must have been in a purchasing office of a municipality (i.e. school district, town, county, village, etc.)Overview: Under general supervision of the Purchasing Supervisor, the incumbent of this class assists in performing technical operations related to many phases of the purchasing process in a school system. Incumbents of this position are responsible for reviewing requisitions and purchase orders issued by school district departments for compliance with applicable laws and policies. This position involves considerable interaction with department heads, vendors, school district personnel and the general public. An incumbent of this class performs specialized clerical work involving the processing and preparation of bids, proposals, and quotes. Supervision may be exercised over support staff. Required Knowledge, Skills, Abilities and Attributes: Thorough knowledge of the principles, practices and mechanics of purchasing; thorough knowledge of the laws relating to public purchasing; ability to maintain detailed records; good knowledge of school district operations, ability to establish satisfactory working relationships with others; ability to understand, follow and carry out technical oral and written directions; integrity; initiative; resourcefulness; good judgment; tact and courtesy; physical condition commensurate with the demands of the position, good knowledge of business math and English grammar; ability to prepare reports using computer applications such as specialized software databases, spreadsheets, word processing, Microsoft Office suite, calendar, e-mail, communication alert systems, etc.; ability to work effectively and respond appropriately with, staff, community agencies, and the public; ability to communicate clearly in the English language, both orally and in writing; ability to perform in a reasonable matter the essential function of the position.General Duties and ResponsibilitiesPrepares and approves requisitions and verifies budget lines being charged to ensure accuracy of allocation and sufficient funding in the account.Reviews purchase orders for completeness, adherence to State laws and WPCSD policies.Completes purchase order contracts and include all elements, in nVision and vendor files.Assists in the preparation of bids, requests for proposals, and request for quotes for all departments and the awarding of contracts.Ensures that all legal requirements for the bidding process are met, such as preparing legal notices which must appear in the newspaper, posting notices of public bid on WPCSD website and Bidnet Direct.Attends bid openings to assist the Purchasing Supervisor.Prepares bid summaries and reviews recommendations for award of bids and secures appropriate approvals.Creates all awards and losing vendor bid/proposal letters, records, or returns checks/bid bonds, posts all awards on purchasing website.Creates and updates vendor lists.Creates electronic files for all vendors to include all contracts, awards, letters, checklists, insurance, DPA, NYSED fingerprints and Medicaid forms. Keeping files current and updated.
