PERSONNEL BULLETIN FOR THE 2024-2025 SCHOOL YEAR: Director of Special Education Due to the announcement of a retirement, the Westbury UFSD is searching for its next Director of Special Education, to provide leadership in all areas of Pupil Personnel Services and to ensure District compliance with all laws and regulations regarding students with special needs, 504 Accommodation Plans, and Medicaid. The Director of Special Education reports to the Superintendent and Assistant Superintendent for Curriculum and Instruction- Elementary, and the duties and performance responsibilities include, but are not limited to:Personnel and Staff DevelopmentPlan, develop, and implement meetings for all PPS staff and for general education staff (when necessary) on a district-wide, school-wide, or departmental basis.Provide workshops, periodicals, journals, and articles to advance the knowledge base of the staff.Identify professional development opportunities for staff.Collaborate with building principals and directors to strengthen instructional strategies with staff.Encourage appropriate attendance at conferences and inter-visitations.Recruit and interview qualified staff and faculty in PPS areas.Recruit and monitor the selection and placement of all Teacher Assistants and Aides for students with disabilities. Maintain strong working relationship with SED officials to keep current with any changes in State/Federal mandates and requirements that impact personnel and staff development. Supervisory ResponsibilityEvaluate and identify the needs of the professional staff within areas of responsibility.Supervise, observe, and evaluate faculty, Teaching Assistants, Teacher Aides, and support staff as appropriate.Assist building principals in the recommendations for staff tenure in areas of responsibility.Supervise and evaluate the functions of the building SSST and annual review committees.Supervise and monitor the effectiveness and efficiency of the office of Pupil Personnel Services to ensure that all mandates are met in a timely manner and to ensure the prompt and appropriate services are rendered to students. General AdministrationChairperson of District Committee on Special Education.Develop and coordinate system-wide site visits in preparation for annual reviews of students with disabilities who attend schools within and outside of the district.Develop and coordinate all BOCES and private school packets for students with disabilities.Liaison with SED to ensure compliance within all phases of programs for students with disabilities in-district and for students who are placed in out-of-district locations.Chair Manifestation Determination hearings.Monitor and assess the function of the Committee on Preschool Special Education.Closely monitor the statistics on referrals of students to the District CSE to ensure that the appropriate pre-referral strategies have been exhausted.Maintain liaison with the private and parochial schools to ensure that students with disabilities are receiving mandated services as per their IEPs.Monitor and assess the operations of the annual review subcommittees in each school.Monitor the placement recommendations for students with disabilities for the upcoming school year. Review and assess the staffing needs for each school year within areas of responsibility.Monitor residency dispute investigations. Business and BudgetIn collaboration with the business office, develop and monitor the annual budget for the Office of Pupil Personnel Services and federal grants related to IDEA.Review and approve purchase requisitions consistent with budgetary allocations.Review and approve warranted expenditures related to out of district consultations, medical, psychological, and other related examinations. Act upon all requests for expenditures related to homebound instruction and the CSE.In collaboration with the Business Office, develop and coordinate grants pertaining to the operation of programs for students with disabilities and IDEA.Ensure proper processing of Medicaid billing. School and Community RelationsDevelop new and maintain existing liaison with local and state agencies pertaining to programs and services for preschool and school-age students.McKinney-Vento Homeless Assistance Act liaison.Participate, support SEPTA and the PTAs.Foster positive school/community relations.Support school/community committees.Support outreach programs.Support mental health agencies.Disabilities, foster care, homeless, and homebound instruction. Requirements for the Position:Valid New York State District Leader Certification and/or New York State School District Administrator Certification at the time of closing of advertisement.Valid New York State Certification in one or more of the following areas: Special Education/Students with Disabilities, School Psychologist, Social Worker, and/or Speech and Language Disabilities.Post-Master’s Degree in Education (Doctorate preferred).At least four (4) years of successful teaching experience with tenure conferred in a Special Education related area.At least five (5) years of successful experience in related Special Education administration and staff supervision.Bilingual/Multilingual candidates are encouraged to apply.
