The Warwick Valley Central School District (WVCSD) is seeking an interested candidate to fill a Director of Instructional Services and Compliance position to serve beginning as soon as possible. The WVCSD serves approximately 3700 students in grades K-12, employing approximately 325 teachers, 300 support staff and 16 administrators. The District’s mission is to provide all students with the necessary skills to thrive in the 21st Century as learners, workers and citizens. The WVCSD is comprised of four schools, including two K-4 elementary schools, a middle school (grades 5-8) and high school (grades 9-12). The WVCSD’s elementary schools are both recipients of the National Blue Ribbon Schools Award, the Middle School & Sanfordville Elementary have been named 2019 US Department of Education Green Ribbon Schools and the High School was designated a Reward School by the New York State Education Department. A primary focus of the role is to support student achievement and teacher development, including direct involvement in the APPR process and classroom observations. The Director is responsible for ensuring the District’s compliance with Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, and New York State’s Dignity for All Students Act (DASA). This includes the receipt, investigation, and resolution of complaints, coordination of districtwide training, and implementation of policies that promote a safe and positive learning environment aligned with the District’s goals.Essential ResponsibilitiesInstructional LeadershipLead the design, implementation, and evaluation of PreK–12 curriculum and instructional programsEnsure alignment with NYS Learning Standards and the District’s Portrait of a GraduateOversee professional development initiatives and support teacher coaching modelsCollaborate with principals on instructional improvement and MTSS/RtI implementationAnalyze student data to inform instructional decision-making and address achievement gapsConduct frequent classroom observations and contribute extensively to teacher evaluations in accordance with APPR and district expectationsSupport the hiring process and assist with related human resource tasks, including candidate screening, interview committees, and onboarding of instructional staffCompliance & InvestigationsServe as the District’s DASA, Title VI, VII, IX/Section 504 & ADA Compliance OfficerReceive and investigate—or supervise investigations of—reports involving discrimination, harassment, or bullying under DASA, Title IX, and Title VIEnsure compliance with applicable laws and regulations, including Education Law Article 2, Title IX of the Education Amendments of 1972, Title VI of the Civil Rights Act of 1964, and NYSED guidanceMaintain investigation records, coordinate external reporting, and implement corrective actions when necessaryTraining and Policy ImplementationDevelop and provide training to staff, students, and administrators on civil rights, harassment prevention, and mandated reportingAssist in reviewing, drafting, and interpreting district policies related to student conduct, nondiscrimination, and equal educational accessWork collaboratively with Human Resources and pupil personnel teams to ensure procedural consistencyRequired QualificationsNYS School Administrator certification (SDA, SAS, SBL, or SDL)Minimum of 10 years of school building leadership experienceMinimum of 3 years of district leadership experienceStrong background in curriculum, instruction, and assessmentKnowledge of school law and investigative proceduresExcellent communication, organizational, and interpersonal skillsSpanish-speaking preferredPreferred QualificationsDASA and Title IX Certification (or willingness to obtain immediately)Experience with school-based investigations involving protected classesKnowledge of FERPA, Section 504, McKinney-Vento, and related federal/state regulationsFamiliarity with NYSED accountability metrics, APPR, and instructional data analysisApplication Instructions:Interested candidates should submit on OLAS a cover letter, resume, proof of certification, and three professional references.
