You must apply on OLAS and also apply on www.wcsdny.recruitfront.com for the Assistant Superintendent of Special Education position.SUMMARY: As a member of the Superintendent’s Senior Staff, he/she is the senior administrator responsible for the planning, organizing, directing and controlling of all aspects of the District’s special education programs. This position requires a thorough knowledge of all areas of special education services, programs, laws and regulations relative to this area.EDUCATION and/or EXPERIENCE: Five years previous experience in school administration, including special education and/or related service provider experience.CERTIFICATES, LICENSES, REGISTRATIONS: NY State School District Administrator and/or School District Leader certification. Valid NYS Driver's License.SUPERVISORY REPONSIBILITIES:Supervises and evaluates Assistant Directors for Special Education and assigned office staff members. Carries out supervisoryresponsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing,hiring, recommending appointment, and training of employees; planning, assigning, and directing work; appraisingperformance of and disciplining employees; addressing complaints and resolving problems.ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Is responsible for all District-wide special education programs, including the Extended School Year program.2. Collaborates with building level administrators, teachers, and support staff to develop a culture that reflects highexpectations for students and supports the improvement of student outcomes, including graduation rates for studentswith disabilities, and to strengthen the engagement of families as partners.3. Is responsible for all special education evaluations, including student testing, the implementation of all IEP plans andservices, and the research and development of alternative assessments.4. Schedules, arranges, and directs Committee on Special Education meetings and, if applicable, Committee onPreschool Special Education meetings in accordance with regulations, and participates in dispute resolution meetings,hearings, and mediation settlement meetings as needed.5. Assists Assistant Directors of Special Education in coordinating the aging-in and aging-out process with the District,county, and state and participates in out-of-District CPSE/CSE meetings and, if applicable, assists in makingarrangements for the placement of school age Special Education students in out-of-District placements, monitorsstudent progress in BOCES and out-of-District placements, and may write IEPs for school age students if necessary.6. Monitors federal, state and local special education regulations and/or guidelines to insure District compliance.7. Disseminates information to ensure that staff members are well informed and up to date with current developments inthe field, including revisions to federal and state laws and regulations.8. Consults with the school attorney on legal matters and litigation relating to Special Education.9. Is responsible for the supervision and evaluation of the Assistant Directors for Special Education and any other staffmembers reporting directly to the Assistant Superintendent of Special Education.10. Is responsible for making recommendations for the appointment, transfer, discipline, and dismissal of those staffmembers supervised.11. Coordinates and facilitates, when applicable, Special Education Department meetings.12. Is responsible for the development, recommendation, implementation, and administration of the special educationbudget for which administrative responsibility is exercised, including the relevant areas of the BOCES servicesbudget. Works closely with members at all levels of the District’s administrative staff to ensure that there isconsistency within budget allocations throughout the District for staffing needs and that these allocations are inconformance with strategic planning needs.13. Is responsible for the preparation, filing, administration, and reporting of applicable federal grants.14. Coordinates with the Assistant Superintendent for Administration & Information Systems to develop and createsystematic tools for pertinent data collection.15. Facilitates and reviews for compliance, all NYSED indicators and accountability status reports.16. Acts as District facilitator for any/all district-wide NYSED reviews for compliance.17. Is responsible for the design, development, and presentation of appropriate staff development programs.18. Is responsible for maintaining appropriate records and pertinent demographic information.19. Working with the District’s business official, is responsible for the timely and accurate filing of Medicaidreimbursement claims in a manner that will insure the maximization of the District’s entitlement.20. Serves as chairperson for the Special Education Parent Advisory Committee and the Special Education Parent SupportGroup.21. Assists in the development of District policies, regulations, and procedures.22. Works with the Superintendent of Schools and members of the District’s administrative staff to open lines ofcommunication and to develop and sustain working relationships with community and business leaders to identify andprovide educational resources and opportunities.23. Attends all meetings of the Board of Education and Executive Sessions unless excused by the Superintendent ofSchools.24. Participates in community activities as a means of personal service and District representation.25. Participates in activities that will lead to continued professional growth including attendance at conferences, seminarsand workshops.26. Prepares reports for the Superintendent of Schools evaluating the performance of assigned areas of administrativeresponsibility measured against District goals and short and long-range strategic plans.27. Prepares all other reports as required by virtue of the position or as requested by the Superintendent of Schools andmakes all necessary presentations as may be required or requested.28. Assists Assistant Directors in coordinating with the Transportation Department all Special Education transportationruns with verification in District data management systems.29. Assists Assistant Directors and Building Administrators in coordinating efforts to evaluate and implement technologyfor severely disabled students.30. Provides advice, assistance, and support to the Superintendent of Schools in confidential matters.31. Performs other tasks and assumes responsibilities as may be assigned by the Superintendent of Schools.
