Job Title: Director of Personnel and Administrative ServicesReports to: Deputy SuperintendentSupervises: Personnel Office staff and other staff designated by the Superintendent of Schools Scope of Duties and Responsibilities:The Director of Personnel and Administrative Services shall advise the Deputy Superintendent on those matters which relate to Personnel, Board of Education policies and resolutions, health and safety, registration of students, FOIL requests, FERPA, consolidated Section 611 and 619 grants, parochial schools, DASA, Title IX, school nurses, communicable diseases, collective negotiations, administration of grievances, employee discipline, and assist with district budget. The Director of Personnel and Administrative Services also advises the Deputy Superintendent on state and federal regulations and supervises Personnel Office staff and other staff designated by the Superintendent of Schools. Contractual:The Director of Personnel and Administrative Services title is not associated with a Vestal Central School District collective bargaining unit. Rather, the Director of Personnel and Administrative Services title is secured through an appointment by the Board of Education. Qualifications:The Director of Personnel and Administrative Services shall:Hold a valid New York State Administrative Certificate (SBL or SDA) and a master’s degree from an accredited institution. Have a minimum of five (5) years of administrative leadership experience. Central office administrative leadership preferred. Have a combined minimum of ten (10) years of experience as a teacher, counselor, psychologist, related service provider, and/or administrator preferred.Leadership abilities and interpersonal skills to deal with sensitive issues in a confidential, tactful and professional manner.Has a reputation for nurturing positive relationships with all stakeholders and promotes a positive learning/working culture.Demonstrate commitment to the district mission, values, and goals.Possess the ability to work collaboratively within a team to problem-solve, plan, and successfully implement plans from inception to completion. Has excellent organizational skills and the ability to motivate staff.Has excellent written and oral communication skills with the ability to communicate effectively by various means in a proactive manner and to resolve issues.Has the ability to handle many projects and process-orientated tasks concurrently.Demonstrate a strong understanding of the use of technology, as well as the ability to learn new software/hardware functions as needed.Has knowledge of labor relations, school law, negotiations and district contracts, recruitment, compliance, budget, health and safety, unemployment grievance and other litigation, and school community relations. Verification of Competency:District application and resuméOfficial college transcriptsProfessional referencesEmployment interviews Job Functions and Responsibilities:The Director of Personnel and Administrative Services shall:Evaluate the performance of assigned personnel in accordance with law, code, and Board policy.Advise the Deputy Superintendent in all areas related to the activities and functions of the Personnel Office.Supervise the day-to-day management of the Personnel OfficeSupervise the preparation of the Personnel Agenda for Board of Education meetings.Oversee the maintenance and accuracy of personnel records, including but not limited to, certification, probationary status, tenure, benefits, civil service reporting requirements, and payroll.Assure all personnel office procedures and records are consistent with applicable laws, policies, and regulations.Develop, direct, coordinate, and monitor recruitment and hiring procedures for all new personnel.Interpret bargaining unit contracts as applicable to personnel matters.Calculate and determine salaries for new employees in all bargaining units. Review salaries with Deputy Superintendent and School Business Executive.Support administrators and supervisors regarding human resources policies and procedures related to hiring, discipline, evaluation, termination, and benefits.Supervise recruiting, interviewing and selection of candidates for employment for all new employees. This includes the consistent implementation of the district’s recruitment protocol and compliance with applicable laws, policies, regulations, civil service requirements, and Broome County rules.Serve on interview committees as needed.Conduct debriefing sessions immediately following interview sessions.Update job descriptions in conjunction with Erie 1 BOCES.Assist the Deputy Superintendent with unemployment cases, hearings, and arbitrations.Complete Central Business Office (BT-BOCES) surveys as related to personnel.Conduct paraprofessional and substitute interviews and onboarding.Attend recruitment job fairs.Plan and conduct Vestal CSD recruitment job fairs.Oversee substitute registry (Frontline).Oversee unemployment claims.Oversee Workers’ compensation claims.Oversee Flex Spending.Oversee Loan Forgiveness applications.Oversee Family Medical Leave Act (FMLA).Monitor and address employee attendance.Confirm employment for loans.Non-instructional hiring coordinator.Coordinate all staff training regarding mandated compliance obligations including sexual harassment, anti-discrimination (DASA), Ed. Law 2D, Right to Know & Bloodborne Pathogens, Violence Prevention and Crisis Response, and Mental Health & Suicide Prevention.4. Assist the Cabinet in updating and administration of the district’s health, safety, and welfare services/programs, including, but not limited to, required drills and exercises.a. Update the district’s emergency management plan and related documents.b. Work with Health and Safety Specialist to coordinate necessary training, as well as health and safety compliance activities.c. Work with the Deputy Superintendent in coordinating and communicating communicable disease processes/programs/information from local county health departments.d. Serve as the co-chairperson on the district’s Wellness Committee.e. Serve as the co-chairperson on the district’s Safety Team Committee.f. Plan, develop, and coordinate health services and supervise the work of school nurses and school physicians in conjunction with the building principals and Cabinet.g. Serve as district coordinator for the Health Commerce System.h. Oversee the state report for the School Safety and Education Climate.i. Complete and submit the School Supportive Health Services Desk Review.j. Complete and submit Medicaid Cost Report.k. Serve as Medicaid Compliance Officer.l. Annually update information for the Utica National School Safety Excellence Award Program in consultation with Facilities & Operations, and Transportation departments.Serve as the co-chairperson on the district’s Policy Committee.Oversee, central registration (BOCES Service).McKinney-Vento Act, Homeless Program Coordinator – file STAC 202.Neglected/Delinquent Transition Liaison.Foster Care Student point of contact.Migrant student data point of contact.Review court orders of dependent children.Consult with Division of Social Services.Oversee the annual Census/Child Find procedures for the districtOversee residency issues.Oversee tuition paying families.Oversee Home Teaching.Complete Civil Rights Data Collection report.Serve as DASA district coordinator.Serve as FERPA district coordinator.Serve as Title IX district coordinator and compliance officer.Serve as liaison to parochial schools and oversee personal service agreements regarding their use of Title fundsComplete semi-annual corporal punishment report.Complete the Equal Employment Opportunity Commission (EEOC) report.Complete the NYS report for School Safety and Educational Climate.Oversee completion of Basic Education Data Survey (BEDS).Serve as ESSA funded program coordinator.Serve as Perkins funding liaison with BT-BOCES for career and technical education.Write and supervise grants and programs through the Consolidated Application and Section 611 and 619 for the district.Maintain a current knowledge of state and federal mandates and regulations affecting the operations of the school district.Oversee employee recognition and retirement dinner.Respond to FOIL requests as District Records Officer.Oversee the annual update of the VCSD Personnel Directory.Participates in the development of District and Board policies pertaining to personnel.Assist the Deputy of Superintendent by participating in all collective bargaining contract negotiations, including preparation and research.Assist the Deputy Superintendent with administration of grievance procedures for all bargaining units.Assist the Deputy Superintendent with employee discipline for all bargaining units.Assist the Deputy Superintendent with Section 71 and 75 hearings.Assist the Deputy Superintendent and the School Business Executive with annual district wide budget development.Perform all other tasks as assigned by the Deputy Superintendent or the Superintendent of Schools.Evaluation:The Director of Personnel and Administrative Services shall be evaluated by the Deputy Superintendent in accordance with this job description and such other criteria as shall be established by the Board of Education.
