This position combines the professional accounting duties of a School Accountant with the fiscal responsibilities of the District Treasurer.The successful candidate will oversee and reconcile all district financial transactions, safeguard funds, maintain accurate accounting records, and ensure compliance with NYSED, OSC, and Board of Education policies.Work is performed under the general direction of the Assistant Superintendent for Business & Finance, with considerable leeway for independent judgment in applying accounting principles and managing fiscal resources.The incumbent also serves as the custodian of all district funds and is appointed annually by the Board of Education.TYPICAL WORK ACTIVITIES(Illustrative, not exhaustive) Accounting and Budgeting Functions:Establishes and maintains accounting records and procedures to conform to district policy, state, and federal requirements.Prepares and reconciles the general ledger, journal entries, and bank statements.Assists in the preparation and monitoring of the annual school district budget.Prepares and submits required NYSED and OSC financial reports, including ST-3 and SAMS.Monitors fund balances, revenues, and expenditures to identify potential variances.Prepares monthly financial reports for administrative and board review.Participates in audits and supports compliance with GAAP and GML requirements.Treasurer and Fiduciary Responsibilities:Serves as District Treasurer, appointed by the Board of Education.Receives, deposits, and disburses all district funds in accordance with law and board policy.Maintains separate and accurate records of all cash receipts, disbursements, and fund balances.Signs checks, maintains investment records, and ensures proper internal controls for all bank accounts.Provides regular cash-flow and fund balance reports to the Assistant Superintendent and Board of Education.Assists in investment and borrowing decisions by preparing financial forecasts and cash analyses.Coordinates closely with external auditors, bank representatives, and municipal entities.Supervisory and Support Duties:May plan and oversee the work of clerical and account-clerical staff involved in accounting, bookkeeping, and payroll.Provides fiscal support and guidance to administrators, department heads, and program directors.Maintains confidentiality and promotes accuracy, transparency, and integrity in all fiscal operations.KNOWLEDGE, SKILLS, AND ABILITIESThorough knowledge of accounting, fiscal, and auditing procedures and fund accounting principles.Good understanding of budgeting, appropriations, and investment practices.Proficiency in Microsoft Excel and financial management systems (WinCap experience preferred).Ability to prepare complex financial statements and statistical reports.Strong analytical, organizational, and communication skills.Ability to work collaboratively and maintain the highest ethical standards in handling district funds.MINIMUM QUALIFICATIONSGraduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Accounting, Business Administration, Finance, or a closely related field, and one (1) year of accounting or auditing experience.Preferred Qualifications:Experience in a school district, BOCES, or municipal environment.Familiarity with NYSED and OSC reporting (ST-3, SAMS, Federal Grants).TERMS OF EMPLOYMENT12-Month Position Salary Range: Commensurate with experience (anticipated range: $60,000 – $90,000)Benefits: Health, dental, and vision insurance; NYS Retirement System membership; paid leave
