PRIMARY PERFORMANCE RESPONSIBILITIES: • Provide leadership and management, ensuring the following: A continuum of high-quality special education programs and services to component school districts and students with special needs. On-going collaboration with parents, districts, and community partners. A safe and supportive school culture focusing on continual improvement and relevant outcomes for each student. Compliance with all Federal and New York State education regulations and mandates relating to special education. Compliance and provision of programs and services consistent with all students’ Individual Education Plans (IEP). • Coordinate student enrollment and the student intake process. • Develop and administer systems to monitor student progress and to evaluate program effectiveness. • Effectively communicate, written and verbally, with all constituent groups including parents and component school districts. • Respond to student, staff, parent and component school district concerns and crises. • Assist the Director in determining appropriate staffing levels for administrative, supervisory, teaching, and classified staff for the Center, including management of the hiring process. • Participate in the development of an annual budget for the Center. • Develop and recommend programs and services based on needs identified by component school districts, community partners, and other SWBOCES Centers. • Foster and facilitate a working relationship with community agencies, participating districts, other BOCES Centers and state agencies to continually improve programs and services. • Evaluate principals and support staff. • Participate in the supervision, development, and hiring of staff for Extended School Year program. • Participation in the management of center-wide systems, which may include personnel management, scheduling, and data utilization. • Coach and mentor principals and assistant principals. • Participate fully in the goal-setting process for the Center. • Facilitate and lead workgroups and additional programs as needed. • Assist in the planning and provision of professional learning activities for teachers, principals, teaching assistants, teacher aides, clinicians, and related service providers. • Participate in strategic planning for the Center. • Perform additional duties as assigned by the Director or Assistant Superintendent.QUALIFICATIONS: • New York State District-Level Administrative Certification. • Excellent speaking, writing, and listening skills. • District or building level leadership experience (Special Education preferred). • Knowledge and experience with Commissioner Regulations Parts 100 and 200 and the Committee on Special Education (CSE) process. • Experience in all aspects of Human Resources functions, including recruitment, hiring and retention of employees, personnel management and employee relations. • Understanding of systems, services, and programs available to individuals with disabilities. • Experience in planning and leading professional development activities.The Southern Westchester Board of Cooperative Educational Services, its officers and employees, does not discriminate against any individuals, including but not limited to students, employees or applicants on the basis of race, color, national origin, ethnicity, religion, creed, sex, gender (including gender identity and gender expression), sexual orientation, disability, age, citizenship status, marital status, partner status, genetic information, predisposing genetic characteristics, weight, military status or service, political affiliation, or domestic violence victim status.
