School Business Official (Manager)/School District TreasurerStamford Central School District, located in the scenic Catskill Mountains, is seeking a School Business Official to oversee the financial operations of the school district and provide leadership in the business and financial affairs of the school district. The successful candidate will work closely with the superintendent and department heads to support the Stamford Central School Mission: To build a partnership of students, families, staff, and community members in order to create an educational community dedicated to excellence.Typical Work Activities and Responsibilities Include:Management of school district’s affairs, as well as the responsibility of School District Treasurer. Typical work activities include, accounting, reporting, budgeting, insurance management, personnel (onboarding, maintain employee records to control pay, vacation, sick leave, insurance, etc. Supervises, maintains, and develops a variety of financial records, monthly cash flow statements, calendar of payments on loans to meet debt serviceOversees the development of the school district budget, payroll, benefits, civil service and maintenance of personnel filesSupervision of purchasingAssist in preparation of materials for collective bargainingCollaborate and assist department leaders with budgets and maintenance Establish accounting records and procedures to conform to district policy, state and federal requirements and instills procedures for encumbrances, expense accounting, and distribution of revenues into proper fund accounts;Supervises the collection of revenues by establishing procedures for the district tax collector, treasurer, and assigned personnel;Develops and supervised the maintenance and control of property classifications and inventory systems for fixed assets and supplies; Supervises preparation of the transmits periodic and special financial reports to appropriate federal and state authorities and as required to the Board of Education or superintendent.Prepares reports of financial transactions to provide cost analysis reports to the Board;Reviews and consolidates all budget requests and revenue sources to prepare and develop the budget (budget development);Explains the budget to the school board and community groups to improve understanding;Provides fiscal and management information to support state and federal grant applications;Coordinates and supports reports on food service programs for federal and state agencies and the Board of EducationDevelops and oversees district insurance program and makes recommendations to the Board. Periodically audits insurance coverage against inventories, appraisals, liabilities, and replacement costs;Provides financial and other data to assist in negotiations for collective bargaining;Determines needs for formal bidding, purchases through state contracts, sources exempt from bidding law and those attainable by direct purchase;Attend Board and Committee meetings as required by the superintendent of schoolsAny additional duties assigned by the superintendentKnowledge, Skills, and AbilitiesKnowledge of business administration proceduresKnowledge of accounting methods and budgetary procedures, including monitoring expenditure of fundsKnowledge of debt and investment managementKnowledge of purchasing and inventory practicesKnowledge of financial operations related to human resources, purchasing, payrollKnowledge of NYS capital project requirements as it relates to bond council, finance, reserves, etc. Ability to collaborate and manage funds in the reserves and school operating budget in accordance with board policy, state statutes, and systems guidelinesAbility to oversee and monitor audit activities, liaises with audit staff and provides all information required by Internal Auditors. Implements recommendations as necessary.Ability to communicate effectively both orally and in writingAbility to identify and anticipate financial challenges and needsAbility to identify and set prioritiesKnowledge and experience with financial software programs (EXCEL, WinCap, PowerPoint, etc.)Certification as a school business official (SDBL) or school business manager/treasurer (civil service). The district will consider other leadership models and experience, if necessary. Experience with school district accounting is preferred.The salary for this full-time 12-month position is $80,000 - $100,000 commensurate with the experience, qualifications, and educational background of the successful candidate, and includes very competitive benefits.
