Business AdministratorSPRINGS UFSD Business Administrator The community of Springs is located in the Town of East Hampton, approximately 90 miles east of Manhattan, in the southern part of Suffolk County.The District is looking for a Full Time School Business Official with NYS Certification and Accounting Experience. The district is willing to consider a hybrid model for this position, meaning the individual can work remotely part time and on-site 2-3 days each week to help answer questions and guide the business office, and attend BOE meetings. Purpose: The School Business Administrator assists the Superintendent in the leadership, coordination, supervision and management of the fiscal and business services, operation and maintenance of buildings and grounds, supervising construction projects of the district and supervision of transportation. Responsible To: Superintendent of Schools Qualifications: Master’s Degree from accredited college/university NYS Certificate for School District Administrator (SDA, SBL, SDBL) 3. CPA prefer, experience in a responsible capacity involving business administration Essential Functions: Responsible to the Superintendent for the management of fiscal and business services of the district.Carries “line” authority in acting on behalf of the superintendent in his function of assigned duties and responsibilities.Advisor to the superintendent on all policy matters relating to the planning for and the administration of General Responsibilities: Supervises budget development, calendar, student enrollment projections, and administration. 2. Supervises the management of the financial affairs of the schools, including high school tuition, salaries & benefits. 3. Develop and administer a program for purchasing and distribution of supplies and equipment including transportation cost including new equipment purchase. 4. Establishes and supervises a program of accounting and reporting for the financial affairs of the District. 5. Supervises personnel in the business office. 6. Recruit, screen, hire, assign, supervise, and evaluate CSEA personnel for positions in the district. 7. Labor Relations of CSEA including grievances, contract implementation, interpretation and negotiations. 8. Interprets and explains the business office functions and responsibilities to the staff and to the community at large. 9. Develops monthly and annual financial reports as required. 10. Consults with Superintendent of Schools and other personnel on questions relating to the District's business affairs. 11. Manages the District's real estate and insurance programs (incl. Property, uto, student accident). 12. Maintains an up-to-date inventory of school property. 13. Arranges for the internal auditing of school accounts and provides all necessary information and documents to the independent auditor. 14. Assists the Superintendent of Schools and the Board in the projection of revenue and expenditures, preparation of prospectus for bond sales, management of short-term investment portfolio and the like. 15. Attends all Board of Education Meetings. Presents Budget Presentations to Board and Community. 16. Oversees the operations and maintenance of facilities and grounds, problem solve on building related issues, teacher complaints, and custodial complaints. 17. Oversee transportation department, problem solve on route issues, parent complaints, and bus driver complaints, budgeting, acquisition of new buses, monitor transportation expenditures. 18. Oversees Technology equipment expenses 19. Attends all school functions (plays, concerts, fundraisers) as assigned by the superintendent. 20. Attends Cabinet meetings. 21. Oversees Bond and borrowing, principal and interest. 22. Responsible for contract Negotiations, all units, manage Capital Improvement Projects, prepare and submit State reports ST-3, SA-100 after external audit is complete. 23. Submit audited financial statements from auditors to the State and Comptroller’s Office 24. Communicate with the State and Comptroller’s Office regarding written response to audit recommendations, new law regarding State reporting requirements, and any other issues or concerns received from the state. 25. Attend and participate in meetings regarding Workers’ Compensation, State Aid, and other State requirements to remain updated with current practices and procedures. 26. Projects Revenues, Tax Cap, State Aid, Tax Levy, Appropriation of Fund Balance & certain Reserves. 27. Develop, coordinate the completion of the Five Year Facilities Plan with architects for review with the board and submission to the State. 28. Continue to review building safety and security functions to ensure maximum safety for all occupants. 29. Other duties and assignments commensurate with the position as directed by the Superintendent of Schools.
