Job DescriptionThe Director of Grants Development handles developing, proposal writing, procuring, and monitoring of public/private grant funds that may be available for programs of interest to and supported by the district. The Director works to identify possible private and/or public funding sources to develop programs that may be available, writes the program and/or grant proposal and monitors compliance. The goal of this position is to make significant contributions to the District by developing and securing funding sources for innovative programing, and administering such funding, in compliance with pertinent state and federal laws, Board of Education policies and instructions from the Superintendent.RESPONSIBILITIES:Specifically, the Director of Grants Development will perform the following duties and all other responsibilities as assigned by the Superintendent of Schools and his/her designee:Establishes a vision, strategic plan, and ongoing evaluation cycle for grants development and program accountability;Collaborates, researches and guides decisions to help support and build sustainable grant-funded programs; Initiates and researches sources for possible funding available for projects and programs that are not currently operational or may be threatened due to lack of monies within the budget;Utilizes private/public libraries research documents of government and private institutions/corporations/foundations who fund projects developed in the public sector;Corresponds with such sources to determine general availability of funds and focus of programs for which monies are available;Develops through personal contact with governmental officials/officers, areas of concern for program development which has not occurred due to lack of local public monies;Brings into focus various areas which afford the potential of grant availability and development;Develops framework of the area in which a program might be needed; such as the purpose, how it is to be obtained, what staffing may be needed to affect its success, amount and breakdown of monies necessary to bring to successful conclusion, monitoring the program through an evaluative tool that will enhance the projects funding; Ensures that grant-funded programs are in place and working in accordance with the predetermined application;Shepherds grants in a manner to insure their success;Maintains continued contact with public/private not-for-profit agency responsible for program administration to insure compliance; Prepares reports on the success or failure of completed programs, in addition to interim status reports;Makes recommendations to administration on areas in which grant applications may be favorably received;Interprets grant rules and regulations and monitors grant development to ensure compliance;Coordinates timetables, meetings, input, and deadlines to expedite timely grant submission;Develops evaluation criteria to measure grant program effectiveness; Develops reports and other documents required by funding agencies;Coordinates efforts of grants writing team by assigning grant components, reviewing assignments and editing where necessary;Provides technical assistance to administrators on grant sources and subsequent grant preparation; Trains staff, writers, consultants and outside agency personnel in grants development by conducting seminars, workshops and providing on-the-job training; Acts as a liaison for State, federal and foundation funding sources;Assists in budget preparation for grant components;Attends public meetings as a departmental resource to determine areas of public concern for programs and relates this to administration.Attends Board of Education meetings and provides assistance as appropriateProtects confidentiality of records and information gained as part of exercising professional duties. Performs any duties that are within the scope of employment and certification assigned by the superintendent and not otherwise prohibited by law or regulation.Reports to the Chief Financial Officer.KEY COMPETENCIES:Individual serving as the Director of Grants Development will demonstrate the following:Good knowledge of grants preparation, principles and practices; Working knowledge of the sources for funding in the area of the public, corporations, funding foundations and similar institutions; Working knowledge of the principles and practices used in grants proposal applications and the administration of the grant; Ability to gather and analyze data; Draw conclusions from, obtain data and present in a logical, concise manner both verbally and in written narrative format; Ability to prepare detailed reports and to support recommendations; Ability to conduct interviews for the purpose of obtaining information and to establish and maintain effective working relationships with the public, private, corporate, industry and not-for-profit agencies and their representative; Ability to read and understand complex narrative material; Ability to express oneself effectively both orally and in writingCapacity to identify, diagnose and prioritize key issuesAdvanced skills for effective delegation and follow-throughAbility to navigate the challenges of a highly regulated environmentHigh reliability and executes tasks and directives in timely mannerOutstanding project management skillsOther duties as assignedJob QualificationsCandidates must have a Master's degree, and a New York State School District Administrator (SDA), or School District Leader (SDL) certificate by the time of appointment, with experience in grants development, grant writing and/or title funding administration. Candidates with effective prior administrative experience in an urban school district with a large racially and economically diverse population are preferred.
