JOB DESCRIPTION: This position exists in the Schenectady City School District and has responsibility for evaluating current systems and articulating areas for improvement as an advocate for children, families and caregivers. The incumbent works to provide schools with tools to improve academic achievement and performance on state assessments. The work is performed under the direction of the Assistant Superintendent of Planning and Accountability with leeway given for carrying out the details of the work. Does related work as required.TYPICAL WORK ACTIVITIES:Embody, advocate and operationalize the mission, vision and strategic direction of the SCSD;Work collaboratively with District and building leaders providing both District and building level data and analysis of state assessment results to departments, coordinators, principals, vertical teams, and classroom and support teachers;Provide leadership and support in the overall organization and dissemination of the elementary and middle-level NYS and local testing programs, K-12, for ELA, Math, Science and Social Studies;Implement the data-warehousing initiative (demographic, enrollment, LEP/ELL, Special Education by disability category and level of integration, and poverty)Administration and PD of the Data Systems and procedures: Student Information System; Data Warehouse; and Performance Plus;Coordinate the School Accountability verification and reporting system and ensure data accuracy;Implements processes and structures that support organizational improvement related to own area of responsibility;Create, articulate, monitor and evaluate systems and processes for data collection and flow;Support a positive and achievement-oriented culture, which reflects SCSD’s mission and high expectations;Provide accurate, coherent information about students attainment of the standards;Develop a scoring plan in collaboration with the ELA and Math coordinators for 3-8 Testing; assure an ongoing process for monitoring and evaluating;Support District and building leaders in the analysis of past state assessments including Regents by re-examining the results and analyzing what the data indicators are concerning the specific content areas where students have had problems meeting learning standards;Support teacher analysis and use of assessment data to reflect on teaching practice, make instructional decisions, inform lesson plans and meet the needs of diverse learners;Plan, organize and implement the mechanics of the scoring process of all NYS and local assessments;Identify and articulate data trends to District and building leaders;Create reports and provide data analysis as requested;Coordinate the NYS Assessments districtwide; this includes 3-8 assessments and Regents exams;Collect data for state and federal reporting requirements;Provide necessary data for NYSED Audits;Obtains, allocates, aligns, and efficiently utilizes human, fiscal and technological resources;Develop and implement administrative procedures consistent with NYS and federal law, and local board policy;Communicate and collaborate with stakeholders throughout the District as needed;Coordinate with the Data Team to collect and analyze data and information pertinent to the educational environment, and use it to make related improvements;Considers and evaluates the potential moral and legal consequences of decision-making;Support organizational and board decisions and direction relative to matters pertaining to individual school buildings;In the goal setting process, works with other school and district leaders to consider the school and/or district vision and student learning needs, as well as information gathered about teacher practice, academic results and/or the learning environment;Goals are stated in ways that allow progress toward them to be assessed and utilized data where possible; they are both actionable and measurable;Identifies anticipated, specific measures of success;Articulates strategies supporting actions, and reasons for selecting them;Prioritizes goals by considering what can be gained by pursuing each;Creates action plans that delineates steps and strategies for all goals, regardless of whether they are short or long term; implements the action plan; monitors and refines goals and/or action steps based on formative assessment of evidence collected.CHARACTERISTICS OF THE SUCCESSFUL CANDIDATE:Comprehensive knowledge of planning, designing and management of a variety of school based data technology system(s) and infrastructure;Working knowledge of the district’s management system(s) (student management, special education management, food services, Title I, ELL, Migrant, Homeless, etc.) and consolidation of data from disparate database systems; and use of standard academic statistical techniques;Working knowledge of the district’s registration materials and processes;Comprehensive knowledge of District data collection, reporting of local and state school assessments according to standard educational psychometrics according to New York State Education Department Accountability and Reporting requirements;Ability to review management systems for alignment to standards;Ability to determine if multiple systems electronically exchange key data elements;Exceptional interpersonal skills and communication skills;Thorough knowledge of submission of data extracts that conform to the data warehouse file formats;Ability to conduct post-implementation review and problem resolution of data transmissions;Ability to communicate technical information both orally and in writing and be able to collaborate with various district stakeholders and communicate critical pieces of information to individuals with varying levels of understanding;Ability to assess and identify training needs for faculty, support staff and administration;Ability to present ideas for Board of Education, administrators, faculty and staff in clear and understandable terms;Ability to effectively train teachers and staff;Ability to think logically;Ability to understand and act upon technical instructions;Ability to plan, coordinate and direct;Ability to conduct technical training;Ability to set and manage priorities judiciously;
