ABOUT OUR DISTRICT:The Syracuse City School District is undergoing a new phase of innovation and transformation with the goal of ensuring that all students graduate high school with the skills needed to be ready for college and career. For Syracuse, all means all - including students who fall behind academically or have been considered "hard to support" for a host of reasons. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and he is seeking a dedicated and diverse team of school leaders and teachers to partner with him in moving the district toward its goals. The Syracuse City School District represents 34 schools and 4 alternative education programs, serving 19,000+ students Pre-K-12 of whom 77% qualify for free or reduced-price lunch, 18% are served by the Office of Special Education and 78% are students of color.JOB DESCRIPTIONThe Chief Information Officer (CIO) prepares educational accountability reports and administers the District’s assessment and academic evaluation plans. The CIO establishes and implements strategic plans for information technology, operating policies, programs, and schedules, ensuring that technology is applied efficiently and cost-effectively. The CIO supervises both the assessment and research staff—overseeing standardized testing programs and the selection, development, and implementation of assessment tools—and the information technology staff, including the development, implementation, operation, and maintenance of the District’s information systems, computer services, network communications, and management information services.The CIO works collaboratively to provide high-quality data to support and implement the District’s strategic initiatives. The CIO provides leadership in the management, coordination, and implementation of a system-wide, cross-functional accountability system. This includes developing and disseminating achievement-related data, directing research and evaluation projects, overseeing data system functions, and managing summative and formative assessment activities. The CIO also provides technical assistance to District staff in the areas of assessment and research.As a member of the Executive Leadership Team, the CIO articulates the District’s strategic initiatives and program alignment to various local and state officials. The CIO develops streamlined data systems that generate high-quality, results-focused information and supports the transformation of data into actionable insights that lead to high student achievement. The CIO works closely with other members of the Executive Leadership Team.REPORTS TO:Superintendent of SchoolsDUTIES AND RESPONSIBILITIESDuties and responsibilities of the Chief Information Officer include, but are not limited to:Meets with school administrators to educate, advise, and provide research on accountability issues and new regulations.Directs the preparation and administration of all state and District assessments.Oversees the development of accountability reports for school, District, state, and federal levels and presents findings to stakeholders.Supervises the development of goals, short- and long-range plans, and implementation of programs and services for assessment.Identifies and gathers data necessary for decision-making, interprets and reports data, and provides technical advice to District and site personnel.Provides direct assistance to school administrators regarding legal and appropriate use of accommodations and modifications in assessment administration.Supports school administrators in meeting state-mandated requirements for attendance tracking, electronic reporting, and accountability reporting.Assists District personnel in the preparation, analysis, and interpretation of statistical data.Implements research initiatives, maintains awareness of current research and trends in education, and serves as a resource to staff.Serves as a liaison between the District and external agencies in the coordination and reporting of instructional improvement data.Provides leadership in developing Districtwide enrollment projections, student assignment planning, and information dissemination.Monitors and evaluates IT operations and recommends enhancements.Identifies and integrates emerging information technologies.Assesses new computing technologies for organizational value.Develops RFPs for acquiring advanced technology systems.Reviews and recommends approval of major technology contracts.Establishes IT infrastructure to support teaching, learning, and growth.Ensures the security of information systems, networks, and equipment.Develops, reviews, and certifies backup and disaster recovery procedures.Oversees system enhancements and continuous improvement.Conducts evaluations of key program initiatives to inform the Superintendent and Board of Education.Serves as the LEA Testing Coordinator and oversees state assessment administration per NYSED guidelines.Interprets assessment results and ensures they are understandable to school administrators and stakeholders.Analyzes and prepares assessment data for public release.Coordinates program and contract evaluation services.Provides data analysis and reporting, designs data collection strategies, and assembles data.Oversees federal and state accountability requirements related to ESSA and local mandates.Manages data collection and reporting for BEDS and SSEC.Assists in developing teacher and principal evaluation systems, including data collection and reporting per NYS Education Law 3012(c) and 3012(d).Implements and manages the District’s data warehouse.Facilitates project management across IT and assessment functions.Oversees all data requests, including FOIL requests.Manages records and ensures compliance with record retention policies.Performs other duties as directed by the Superintendent.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of instructional issues related to school reform and educational research and analysis.Advanced knowledge of research, statistics, and assessment practices.In-depth understanding of curriculum and instruction as related to assessment programs.Strong interpersonal and communication skills, including conflict resolution and collaboration.Ability to plan and organize work, provide direction, and evaluate effective teaching and learning practices.Proficiency in managing IT operations and resolving complex technical issues.Strong analytical and project management skills.Ability to lead innovation and maintain collaborative working relationships.EDUCATION, TRAINING AND EXPERIENCE: Master’s degree from an accredited college or university is required; doctorate preferred.School-based and central office administrative leadership experience is preferred.Demonstrated experience with educational accountability measures, including ESSA requirements, state and local assessments, and the management of a variety of programs and initiatives.Proven experience in project management, including the ability to allocate resources effectively and manage multiple projects simultaneously.Considerable experience providing leadership in the planning and development of comprehensive, Districtwide assessment and evaluation systems.Experience in planning for and implementing educational accountability goals.Extensive background in information technology integration and providing technology support within a large organizational setting.Experience conducting employee performance appraisals.Or any other combination of applicable education, training, and experience that provides the knowledge, skills, and abilities necessary to perform effectively in this position.QUALIFICATIONS: Minimum of 10 years of successful senior-level management or administrative experience is required; more than 10 years is preferred.Significant experience in leading, supervising, and managing comprehensive assessment and evaluation systems, as well as information technology operations.SALARY/SALARY RANGE: Competitive salary and benefits within the range of $185,850 – $205,485. As such, it is not a probationary appointment and may be terminated at any time. The selected candidate will knowingly waive rights under New York Education Law or Civil Service Law to a permanent appointment or to Section 75 rights under Civil Service Law. Employment is contingent upon the successful completion of the district’s hiring requirements, including fingerprinting clearances.
