Position: Assistant Superintendent of Human Resources - AnticipatedClassification: Administrative - 12 MonthsOther terms and conditions in the agreement between the Superintendent of SchoolsQualifications:1. Must hold a valid New York State certificate as a: School District Leader or School District Administrator.2. Minimum three years experience as a full time Administrator or Supervisor3. Outstanding communication, problem solving, human relations skills, and decision-making capabilities.4. Such alternatives to the above as deemed appropriate by the Superintendent of Schools and the Board of EducationSupervises:Human ResourcesSafety & SecurityCommunicationsRegulations & ProceduresData Coordination and TechnologyAPPR ProcessSPECIFIC RESPONSIBILITIES:I. Supports the Superintendent of Schools by:Identifying as soon as possible, items or issues that may lead to litigation or financial claims against the District, and communicating them to the Superintendent.Resolving parent, staff, or community concerns and complaints; manages the complaint resolution process; handles appeals on issues such as transportation, residency, and discipline.Serving as a Cabinet member, identifying instructional and District needs and developing solutions.Performing other duties deemed appropriate and assigned by the SuperintendentII: Under the direction of the Superintendent promotes the effective management, utilization and implementation of the Human Resources of the District by:Coordinating the process for employee hiring, resignations, terminations, leaves and staff assignments.Overseeing and conducting yearly staff evaluations.Assisting in the classification studies by reviewing existing job descriptions and identifying required critical knowledge, skills, abilities, and other characteristics; compare data to current duties, tasks, and responsibilities.Attending training conferences, workshops, webinars and seminars for the purpose of ongoing professional development in the areas of compensation, classification, recruitment, testing, selection, labor law, government codes, and other rules and regulations.Organizing and facilitating Professional LearningOrganizing and/or conducting screening of applicants and interviews with potential employees.Conducting recruitments for open positions and lateral transfers; manages advertisements through various methods including mail, email and Internet job boards; and communicates with applicants through each phase for the purpose of attracting and selecting the most qualified candidates.Supervising reference checks and background checks on applicants for the purpose of ensuring the safety, security, retention, and performance of district staff.Following laws, policies and regulations, and contracts and responding to requests for information from staff and applicants as it relates to providing data and guidance on the District’s policies, regulations, procedures, and contractual issues, for the purpose of empowering others with information necessary to make timely decisions.Developing and maintaining a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotions, discipline, demotion, etc. Maintaining an updated file of job descriptions and distributing them for announced job openings.Monitors professional certifications and coordinates the processing of state credentials for professional employees.Maintaining seniority lists for the purpose of ensuring that layoffs, bumping, special assignments, overtime assignments, and re-employment are done in accordance with Education law, Policies, and Contracts.Works collaboratively with other human resource staff related to general staffing issues such as leaves of absence, layoffs, re-employment, Board agenda, and coordination of substitutes, for the purpose of creating seamless staffing transitions.Supervising substitute online service.Managing compliance issues including, but not limited to, Title IX, Section 504, Right to Know, Sexual Harassment, NYS Education Law 2-d, etc.Informing the Superintendent of any issues regarding the negative or inefficient utilization of the District’s human resources and recommending remediation thereof.III. Under the direction of the Superintendent oversees the Safety and Security of all District students and staff and school buildings and grounds by:Overseeing the development of the school safety plans that would help direct emergency responsesMaking recommendations for establishing and maintaining district Safety program including:Appropriate lighting and signage;Building safety systems;Building surveillance systems;Equipment identification procedures;Student and personnel identification procedures;Visitor registration and identification procedures;Emergency plans for evacuations, lock-downs, and other crisis;Safety staff orientation and training programs;Coordination of services with local, State, and Federal Law enforcement and emergency agencies.3. Collaborating with Pupil Personnel Director to provide training for district staff in child abuse, Megan’s Law, DASA, and other areas as required by Federal and State law, and/or Policies.4. Recommending policies, regulations, procedures, student code of conduct changes and contract language to improve discipline and safety.5. Acting as Hearing Officer for student disciplinary hearings when appropriate.IV. Under the direction of the Superintendent assists in the compliance of District Polices, Regulations, and Procedures by:Established administrative regulation to comply with adopted School Board policies; assists in the interpretation and execution of the policies and regulations. Maintaining accurate and complete records as required by law, policies, and administrative regulations.Conducting yearly notification and trainings as called for in Law, Policy and Regulations.V. Supports the Superintendent of Schools with communication, public relations and community outreach by:Ensuring the District website has necessary District policies and information listed. (i.e. DASA)Representing the district in various community organizations when needed.Promoting the development of collaborative initiatives between the schools and local business/industry.Compiling data from a wide variety of sources (e.g. staff, public agencies, media, etc.) for the purpose of analyzing issues, ensuring compliance with established policies and procedures, and/or monitoring program components.Participating in meetings, workshops, trainings, and seminars (e.g. workshops, district committees, seminars, conferences, etc.) for the purpose of conveying and/or gathering information required to perform functions.VI. District Data CoordinatorCoordinate data entry, data maintenance, and data correction in district information systems for State required reporting for students and staff.Conducting data quality reviews of data housed in district information systems.Oversee the correction of errors as they arise.VII. Data Privacy OfficerFacilitate the development and implementation of the districts’ Parent’s Bill of Rights and Data Security, Privacy Policies. and NYS Ed 2-d requirements.Serve as the primary point of contact for data security and privacy.Develop and implement Complaint Procedure for Parents and Eligible Students.Investigate all data breach complaints.Review technology projects, contracts, and procurements for compliance.Ensure district and employees are educated on compliance requirements.Establish policies and procedures for vendor relationships, i.e., contracts, purchasing, etc.Salary: CompetitiveStart Date: ASAP
