The North Rockland Central School District is seeking a dynamic and experienced educational leader to serve in the position of Director of Human Resources. This position will work under the supervision of the Assistant Superintendent for Human Resources and Community Relations and play a key leadership role in supporting the District’s employees. The successful candidate will help ensure the recruitment, development, and retention of a high-quality workforce in support of the District’s mission and strategic goals. This is a 12-month District-level administrative position offering a highly competitive salary and comprehensive benefits package. All candidates must possess valid New York State School District Administrator (SDA) and/or School District Leader (SDL) certification. PROFESSIONAL RESPONSBILITIES:Oversee Civil Service processes in collaboration with local and county agencies, including position classification, examination requests, canvassing, and employee status changes, ensuring all appointments, promotions, and separations comply with Rockland County Civil Service regulations and timelines.Manage substitute employees, including recruitment and onboarding, conducting interviews and background checks, coordinating training,and maintaining substitute lists to ensure staffing continuity across the District.Assist with evaluations, staffing issues, and onboarding processes by supporting building and District administrators in staff placement decisions, tracking evaluation timelines and completion, ensuring compliance with contractual obligations, and coordinating onboarding sessions for new employees.Coordinate and monitor required compliance training for all staff members, including mandated topics such as Dignity for All Students Act (DASA), Right to Know, Child Abuse Prevention, Sexual Harassment, and other federal and state requirements; maintain accurate completion records and prepare reports as needed.Respond to and process Freedom of Information Law (FOIL) requests and other public records obligations by collecting and reviewing responsive documents, ensuring confidentiality and timely response, and maintaining detailed records of requests and disclosures.Oversee the approval process of student workers, ensuring the submission of required paperwork needed to obtain Civil Service and Board of Education approvalTrack and administer leaves of absence for various employee groups, including FMLA, medical, and contractual leaves; review documentation, maintain accurate tracking systems, and coordinate with other departments to ensure appropriate processing and communication with affected employees.Contribute to District-wide planning and leadership initiatives by collaborating with administrators and department supervisors on workforce planning, labor relations, policy development, and employee engagement strategies aligned with District goals and initiatives.Perform other responsibilities as assigned by the Assistant Superintendent for Human Resources and Community Relations, supporting departmental operations to enhance efficiency, compliance, and employee services.PREFERRED QUALIFICATIONS: A minimum of 3 years of successful experience as a building and/or District-level administrator.Demonstrated ability to coordinate and lead interview committees for a variety of positions, ensuring recruitment and selection processes that are consistent, thorough, and aligned with District goals and staffing needs.Strong analytical and organizational skills with the ability to manage multiple processes such as evaluations, leaves of absence, and compliance reporting.Ability to interpret and apply federal, state, and local employment laws and regulations, including FMLA, ADA, and FOIL requirements.Experience managing confidential employee information with discretion and adherence to data privacy standards.Excellent communication and interpersonal skills to collaborate effectively with administrators, staff members, and external agencies.Strong technology skills with the ability to effectively utilize multiple platforms and information systems to support human resources functions, including recruitment, onboarding, data management, and reporting.Ability to coordinate and monitor mandated training programs, ensuring compliance with state and federal regulations.Strong attention to detail and accuracy in preparing reports, maintaining records, and processing official documentation.Skilled in employee relations and conflict resolution, with the capacity to support administrators in addressing staffing or performance matters professionally and constructively.Ability to manage competing priorities in a busy work environment while maintaining accuracy and compliance.Bilingual (proficiency in speaking and understanding Spanish).
