The North Rockland (Haverstraw-Stony Point) Central School District is seeking a highly talented and dynamic individual for the anticipated position of School Business Administrator. This is a full-time 12-month administrative position that reports to the Assistant Superintendent for Business. Valid NYS administrative certification (SDBL, SBA or SDA) is required. Salary and benefits are regionally competitive.PROFESSIONAL RESPONSIBILITIES:Prepare and transmit periodic financial reports to appropriate federal and state authorities which includes the state primary reporting system (SAMS) and the accompanying ST-3 schedules. Research and respond in professional capacity to state aid claims, verification questions, or edit report items.Prepare a variety of special reports on District operations at the request of the Board, Superintendent, and state and federal agencies, including but not limited to, ESSA financial reporting by building and NYS Transparency reporting by building.Serve as lead staff person on annual external audit reporting including verification of balances on audited financial statements and verification of footnotes listed in audit report. Work with the Assistant Superintendent for Business in drafting the management Discussion and Analysis in final report.Serve as lead staff person on annual internal audit, including participation in Board of Education Audit Committee meetings and corrective action plans. Provide fiscal, statistical and business management information in support of state and federal grant applications to maximize revenues. These items include Maintenance of Effort Reporting for IDEA grants and annual Medicaid Cost Reporting for students with disabilities. Other grant oversight may be assigned as new federal and state programs become available.Assist with the preparation of tentative budget, budget presentations, and legal filings. Prepare other presentations and financial figures as assigned for analysis and additional meetings.In coordination with the Assistant Superintendent for Business, prepare long and short- term financial plans for use by administrators and the Board of Education who consider educational needs, enrollment projections, plant development plans, staffing needs and revenue projections. Responsible for fund balance projections during the course of the school year as well as reserve usage with long term plans.Calculate the Tax Cap in accordance with NYS regulations and file with appropriate NYS Departments. Reply to audit entities as required during review of calculations.Work with local Tax Assessors to prepare and calculate the school tax rate for each township. Verify collections and reconcile total tax levy from each Tax Collector. Prepare Board of Education certification report to turn over unpaid taxes to the county. Work with the Assistant Superintendent of Business and contracted financial advisors on long-term debt plan, including filing of annual Continuing Disclosure, preparation and development of data for bond sales or refinancing of current borrowings. Included question and answer sessions with underwriters and Moody’s rating agency on the financial state of the school district and community. Assist with preparation of resolutions for Board of Education as required for such.Work with Facilities Department on facilities improvements and file necessary paperwork for state aid funding and final cost reporting for capital projects.Develop and supervise the maintenance and control of property classification and inventory systems for fixed assets and supplies per audit guidelines and assist with bidding and request for proposals. Coordinate with Purchasing Agent to help determine needs for formal bidding, purchases through state contracts, sources exempt from bidding law, and those obtainable by direct purchase.Calculate financial and other data to a negotiator, negotiating team, fact finder, mediator or arbitrator, before, during or after contract negotiation assisting with cost benefit analysis recommendations.Oversee Business Office staff and prepare annual employee reviews.Perform other duties assigned by the Assistant Superintendent for Business.
