ASSISTANT TO THE SUPERINTENDENT FOR HUMAN RESOURCES Summary: Under the supervision of the Superintendent, the Assistant to the Superintendent for Human Resources directs and coordinated all personnel functions of the District. The Assistant to the Superintendent for Human Resources is distinguished from other management positions in that the Assistant to the Superintendent is responsible for overseeing all areas of the personnel office including certificated and classified employee recruitment, selection, credentialing, evaluation, staff development in conjunction with the Assistant Superintendent for Curriculum and Instruction and Assistant Superintendent for Special Education and Pupil Personnel Services, collective bargaining and employer/employee relations. The successful applicant must have the New York State SDA, SDL Administrator Certification, have five (5) years of building and/or district level supervisory experience and be an experienced evaluator of faculty. Start Date: Immediate12-month Position Qualifications:A Master’s Degree (minimum); appropriate NYS administrative certificate in Educational Administration.A minimum of five (5) years administrative experience supervising teachers and non-certified personnel and/or related District Human Resources experience.Excellent interpersonal skills.Demonstrated ability to work with people in a leadership capacity.Demonstrated ability to push an organization to examine new ways and processes to reach goals.Demonstrated success in human relations skills and customer service.Demonstrated capacity with technology in a human resources environment.Skills in conflict resolution.Ability to effectively organize, set priorities, and coordinate multiple activities at once. Performance Responsibilities:Provides expertise, vision, and leadership in all areas of human resources. Collaborates with the Superintendent and other executive team members to ensure best practices in human resources leadership operations and management.Oversees, supervises and is accountable for all aspects of human resources management and the entirety of the human resources department.Develops and maintains appropriate procedures for recruitment, selection, assignment, evaluation and termination of personnel. Assists Superintendent in the final decision regarding employment.Recruits, approves and maintains lists of per diem substitutes, as needs dictate, for the instructional and non-instructional staffs.Facilitates the hiring of district administrators; meets with staff to determine criteria; and manages the process to ensure outstanding selections.Prepares and distributes district staff vacancy notices and advertisements for the purpose of soliciting applications.Secures and maintains personnel files of all employees.Plans, develops and administers staff record-keeping programs and procedures concerning certification, seniority, longevity, tenure, benefits and attendance.Develops job descriptions for new positions and assists in the review and revision of existing positions and their respective job descriptions.In consultation with appropriate district administrators, projects annual staffing needs of the school district.Oversees performance evaluation processes including providing assistance with development and implementation of performance improvement plans and probation processes. Provides expertise to district administrators in dealing with staff supervision and evaluation – including development and monitoring of improvement plans, recommendations for termination of employment or non-renewal of contract.Provides training to district administrators to ensure that human resources policies and procedures are understood and implemented fairly and consistently as well as help coordinate Professional Development with all constituencies.Administers and implements all bargaining contracts.Oversees the district’s labor relations and ensures that each contract is managed appropriately by the human resources department and by the appropriate departmental managers. Works with general counsel and human resources staff to ensure that district negotiating teams are appropriately staffed and managed.Conducts staff investigations as needed.Facilitates the Employee Assistance Program and the Global Compliance Network Trainings.Please submit a cover letter, resume, copy of certifications, unofficial transcripts and list of professional references to the attention of Mr. Robert Bartels, Interim Superintendent of Schools.
