Graduation from a New York State registered or regionally accredited college or university with a Master's Degree in Accounting, Business Administration, Finance or a closely related field and three years of satisfactory full-time paid accounting or auditing experience; or2. Graduation from a New York State registered or regionally accredited college or university with a Bachelor's Degree in Accounting, Finance or a closely related field and four years of satisfactory full-time paid accounting or auditing experience; or3. Graduation from a New York State registered or regionally accredited two-year college with an Associate's Degree in Accounting, Finance or a closely related field and six years of satisfactory full-time paid accounting or auditing experience, two years of which must have been in a responsible supervisory capacity; or4. An equivalent combination of training and experience as defined by the limits of (1), (2) and (3) aboveReports To:Board of EducationDirect Supervision: Assistant Superintendent for BusinessWork Cooperatively With:District Office Staff and AuditorsJob Goals:To serve as the Treasures of the DistrictTo advise and assist the district office staff in planning, coordinating, supervising and evaluating theoperations of the District Business Office and other office operations in the DistrictPrimary Performance Responsibilities:Serve as the District TreasurerAssist in the enforcement of all provisions of law, Commissioner’s Regulations, Board policies andAdministrative Regulations pertaining to the management areas of responsibility; recommend changesin Board Policy and Administrative Regulations relevant to areas of responsibility Develop, implement, supervise and evaluate systems for district revenues, receipts management,auditing, funds management, grant reporting and cash flow analysisAssist with administering an efficient, service-oriented Business OfficeIllustrative Duties:District TreasurerTo receive as custodian all moneys belonging to the DistrictTo deposit moneys received in depositories designated by the Board of EducationSign checks to pay district obligationsTo give detailed accounts of money received and disbursedTo furnish a monthly Treasurer’s Report to the Board of EducationDevelop and maintain accurate cash flow records and forecasts of all district fundsTo invest temporary surpluses in various school funds as permitted by lawMaintain cash records in which an itemized record of all receipts and payments are enteredOversight of the tax collection process and verify the report of the Tax CollectorsRegularly examine financial reports and ensure they are accurate and free of any errorsOrganize and update financial records; monitor all bookkeepingCompliance with Regulations:Completes local, state and federal reports in conformance with law and Commissioner’s Regulationsin areas of responsibilityMaintain appropriate records in compliance with state and local regulationsConsults with SED officials on matters of law in areas of responsibilityAssist grant administrators with budgeting and cost reporting for all federal grantsBudget Development and Administration:Assist in the preparation of the revenue portion of the annual school district budgetReview all state and federal aid to ensure proper reporting and makes recommendations tomaximize aidsSupervise the accounting of all income and accounts receivable transactionsAssume responsibility for the receipt and expenditure of school district fundsBusiness Office:Assist with implementation of efficient systems for Business Office operationsAssist with Business Office data processing operations including planning and scheduling specificprojectsAudits:> Assist with audit process for all audits including external, internal and Office of the State Comptroller> Reconciles all accounts receivable at year end, including state aid and federal grants
