NOTICE OF POSITIONPOSITION:The Superintendent of Schools, Dr. Eric Jay Rosser, is interested in receiving applications from qualified candidates for the position of:COORDINATOR OF MULTILINGUAL PROGRAMSPOUGHKEEPSIE CITY SCHOOL DISTRICTQUALIFICATIONS:Candidates must possess a Master’s degree or higher in elementary education. Candidates should hold or be eligible for New York State certification in administration (SDA or SDL), certification as a classroom teacher, preferably ESL/TESOL certification, and seven years of successful classroom teaching experience. Candidates with instructional coaching experience and/or facilitating professional development preferred. Candidates who have experience in an urban school district with a large racially and economically diverse population are preferred and encouraged to apply. Through student-centered effective and transformational leadership, school and community engagement, and an unrelenting pursuit to achieve greater school outcomes for children, the Poughkeepsie City Schools is focused on developing and growing greater access, equity, opportunity, and quality access PCSD.Under the direction of the Director of Elementary Education, the Coordinator of Multilingual Programs will assist the Division of Instruction with the formation and execution of multilingual programs PreK-12. This includes providing oversight and leadership for the Dual Language program, ENL services, and World Languages. The Coordinator of Multilingual Programs ensures the District’s objectives around multilingual learners are aligned to state frameworks and to effective instructional practices that yields High-Quality Education, instructional excellence, teacher support, and community support in all subject areas. Bilingual skills preferred, Spanish-speaking preferred.RESPONSIBILITIES:The Coordinator of Multilingual Supports and Programs will oversee the Enlgish as a New Language (ENL) programs, Dual Language, and World Languages departments. As a district level administrator, the Coordinator will conduct walkthroughs, provide instructional feedback for teachers in the programs, conduct APPR observations and evaluations, support in scheduling services to ensure ELL students are receiving the required hours in accordance with state and local regulations, and collaborate with the Directors (Elementary, Secondary, and Data/Assessment/Accountability) and building principals to coordinate, oversee, and schedule NYSELAT testing. Furthermore, the Coordinator will ensure entering ELL students complete the home language survey, have NYSITELL testing, and are scheduled appropriately to receive necessary services. The Coordinator will assist with the recruitment, hiring, and retention of certified individuals in the aforementioned departments. Additionally, the Coordinator of Multilingual Support and Programs will provide and organize professional learning opportunities for teachers, staff, and administrators, including but not limited to instructional support and strategies for ELLs, world languages, and dual language. The Coordinator will assist in promoting, expanding, and maintaining the Dual Language program, gathering and analyzing data to ensure its implementation with fidelity and is continually meeting the needs of PCSD students.Specific responsibilities include but are not limited to the following:Coordinates and oversees all language programs, K-12, including dual language, ENL services, and World Languages;Collaboratively designs and creates high quality biliteracy programs and consistently monitors and makes recommendations for continuous improvement;Coordinates, facilitates, and supervises Multilingual sponsored events such as, but not limited to, Latino Bee Competition, Seal of Biliteracy Ceremony, Dual Immersion Ceremony, the Reclassification Ceremony and other events;Collaborates with district stakeholders in implementing and maintaining quality services and/or programs for multilingual learners;Manages and/or leads professional learning of English learners, dual language, and other multilingual programs;Coordinates and oversees the development of written reports, guidance, tools, and curriculum resources conveying information required to support quality instruction for multilingual learners;Coordinates program components, support needs and materials (e.g., negotiating contracts with vendors, reserving space, etc.) meeting district and/or grant/program guidelines;Maintains a variety of manual and electronic files and/or records providing up-to-date reference, data and demographic information and complying with regulatory requirements and established guidelines. Including, but not limited to keeping the SMS up to date with current NYSITELL and NYSESLAT levels for all students;Monitors fund balances of assigned programs and related financial activity ensuring that expenses are within budget limits and/or fiscal practices are followed, in particular the use and maintenance of Title III grant funding;Participates in and leads meetings, workshops, training, and seminars conveying and/or gathering information required to perform functions;Prepares a variety of program-mandated reports compliance with district and/or grant program requirements;Establishes and maintains a district-wide intake procedure for new ELL/MLL students;Presents information to district and school communities promoting programs, gaining feedback, and complying with established internal controls;Provides leadership, consultation and technical assistance to districts and schools facilitating effective program design and implementation for multilingual learners;Researches, writes, and presents grant information securing alternative funding and engaging in innovative instructional practices and learning opportunities;Oversees progress monitoring of language acquisition across disciplines;Coordinates NYSESLAT testing for all MLL students in the district, maintains accurate records, and facilitates the sharing of data with appropriate stakeholders;Assists building principals and teachers in the scheduling of ENL services to all ELL/MLL students and monitor requirements to ensure the district is in compliance with state and federal regulations;Collaborates with building principal and Director of Data, Assessment and Accountability to assist in the Checkpoint A and B exams for World Languages;Supports the Division of Instruction as needed.APPOINTMENT:Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience, certifications, credentials and evaluation of service.
