The Port Chester-Rye Union Free School District has an immediate vacancy for Director of Facilities III. This position reports to the Assistant Superintendent of Business. The Director of Facilities III is responsible for providing administrative direction to the School District’s buildings and grounds department. The work is performed according to established policies and procedures and in accordance with applicable state, local, and federal laws, rules and regulations which apply to school district facility operations and maintenance. The majority of activities are performed in the office, but the incumbent will spend time at various work sites ensuring that work is being performed and completed in an efficient manner.QUALIFICATIONS:The title of Director of Facilities III is a competitive Civil Service title; therefore, the list of eligibles (those who passed the corresponding exam for this title) must first be canvassed accordingly. Candidates who apply and have not taken the exam and are not on the canvass list can only be considered for an appointment once the current list of eligibles is exhausted. Incumbents of the title Director of Facilities III, with permanent status, may be eligible for consideration for the position.Outstanding interpersonal skills. This position interfaces directly with school administration, employees, and the public. It requires the ability to deal effectively with people in person and on the telephone, and to work well under pressure. Candidates must be honest, responsible and dependable, a self-starter, with good judgment, possess a strong work ethic and be able to maintain confidentiality.Excellent organizational skills. This is a multi-functional office with broad administrative responsibilities. The position requires someone who can handle multiple simultaneous tasks expediently and with accuracy.Superior technical skills. The incumbent must have excellent organizational and communication skills; experience with capital construction projects; knowledge of budgeting and personnel practices; and knowledge of applicable codes, laws, rules and regulations governing school buildings and grounds administration. DUTIES AND RESPONSIBILITIES: Exercise administrative direction and supervision over the personnel in the operations and maintenance departments;Prepare and manage annual budgets for the maintenance, grounds, and custodial departments;Be responsible for emergency management operations;Serve as the district representative in planning, developing and overseeing facilities maintenance and new construction, including inspecting painting, carpentry, plumbing, electrical, and other mechanical maintenance and construction work performed by private contractors, custodial, or maintenance employees to ensure work is in compliance with contract specifications, as well as, applicable codes and regulations;Plan, organize and direct the maintenance, repair, and alterations of district buildings and grounds while ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines; Works with construction managers, architects and engineers to complete capital improvement projects;Responsibility for purchasing cleaning supplies, fuel and parts for equipment and buildings;Ensure that inspections are performed and tests of security systems, safety lighting, fire extinguishers, fire alarm system, doors, and eyewash stations are completed to ensure proper operation and compliance with applicable codes and regulations; Ensure that inspections and reports are completed for federal, state and local regulatory agencies to ensure compliance with codes, rules and regulations; Recommend staffing to administrators and is also responsible for interviewing, hiring, evaluating and disciplining departmental personnel;Respond to inquiries from employees, school administrators and the public regarding school district buildings and grounds activities;Evaluate and approve the use of district facilities by outside organizations;Other assignments and responsibilities associated with and not limited as directed by the Superintendent of Schools, or his designee.PREREQUISITES:MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and one of the following:A. A Bachelor’s Degree or higher-level degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology and three years of experience in school facilities maintenance, general building construction, building maintenance or repair work in two or more of the skilled trades*, which included three years of supervisory experience; orB. An Associate’s or higher-level degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology and five years of experience in school facilities maintenance, general building construction, building maintenance or repair work in two or more of the skilled trades*, which included three years of supervisory experience; orC. Seven years of experience in school facilities maintenance, general building construction, building maintenance or repair work in more than one of the skilled trades*, which included or was supplemented by three years of supervisory experience. *Skilled trades include journey level experience as a carpenter, electrician, mason, plumber and/or heating, ventilating and air conditioner installers.*Skilled trades include journey level experience as a carpenter, electrician, mason, plumber and/or heating, ventilating and air conditioner installers.Non Qualifying Experience: Experience limited to building cleaning is not qualifying. Building cleaning is defined as activities primarily involving a variety of inside and outside building cleaning activities including, but not limited to, washing walls and windows, polishing floors, cleaning restrooms, and disposing of refuse. EMPLOYMENT TERMS: Type: 12 month probationary position if reachable on the corresponding eligible list or provisional, which requires successfully passing the required Civil Service exam for the job title.Hours: 7:30 a.m. - 4:00 p.m. The workweek is 80 hours, 8 hours per day, but must be reachable evenings and weekends in case of emergencies.Salary and Benefits: Competitive salary and benefits are commensurate with experienceFingerprint Clearance: SAVE Law: Effective July 1, 2001, Education Law §§305(30), 3004-b, 3004-c and 3035, as amended by Chapter 180 of the Laws of 2000, and Part 87 of the Commissioner's Regulations require the Commissioner of Education to request a fingerprint-supported criminal history background check for applicants for certification as well as for prospective employees of school districts, charter schools and boards of cooperative educational services (BOCES). The Commissioner of Education carries out these responsibilities through the New York State Education Department's Office of School Personnel Review and Accountability (OSPRA).Must have a NYS Driver’s License.
