Reports To: Assistant Superintendent for Student Services Position Summary: The Director of Student Services (Secondary) provides leadership, coordination, and oversight of special education services for students in grades 6 –12. The Director ensures compliance with federal and New York State laws and regulations, facilitates Committee on Special Education (CSE) processes, supports inclusive instructional practices, collaborates with administrators and staff to improve student outcomes, and oversees the implementation of high-quality special education programs and related services. The Director serves as a key member of the Student Services leadership team, working collaboratively with school administrators, teachers, related service providers, families, and outside agencies to ensure students with disabilities receive appropriate educational programming in the least restrictive environment. Qualifications: New York State certification(s): School District Leader (SDL) Permanent or Professional certification in Special Education, School Psychology, or Speech and Language Disabilities. Minimum of five (5) years of successful experience working with students with disabilities. Administrative or supervisory experience preferred. Bilingual preferred Thorough knowledge of the Individuals with Disabilities Education Act (IDEA), Section 504, Article 89 of New York State Education Law, Part 200 Regulations, and applicable State and federal requirements. Demonstrated leadership, organizational, communication, and problem-solving skills. Experience facilitating collaborative teams and managing complex student cases. Essential Duties and Responsibilities: Leadership and Program Administration Provide leadership and supervision of secondary special education programs and services. Assist in the development, implementation, and evaluation of programs designed to improve outcomes for students with disabilities. Support building administrators in implementing special education laws, regulations, and best practices. Collaborate with district administrators to ensure equitable programming and service delivery across secondary schools. Participate in strategic planning related to student support services, staffing, and program development. Analyze student achievement, behavioral, and placement data to inform program improvements. Committee on Special Education (CSE) Chair meetings of the Committee on Special Education (CSE) for students in grades 6–12. Ensure all CSE recommendations comply with federal and state regulations. Prepare, review, and finalize Individualized Education Programs (IEPs) and related documentation. Coordinate timely implementation of IEP recommendations. Communicate CSE decisions and student needs with administrators, instructional staff, and related service providers. Monitor timelines for evaluations, annual reviews, reevaluations, and mandated reporting requirements. Transition Planning Coordinate transition planning for students moving from: Elementary to middle school. Middle school to high school. High school to post-secondary education, employment, and community-based services. Facilitate collaboration among sending and receiving schools to ensure continuity of services. Participate in transition meetings and coordinate services with outside agencies as appropriate. Student Support and Case Management Regularly visit and monitor students placed in out-of-district programs. Evaluate placement effectiveness and develop plans for students to return to district programs when appropriate. Consult with administrators, teachers, school psychologists, counselors, and related service providers regarding instructional, behavioral, and social-emotional interventions. Assist with crisis response and behavioral support planning as needed. Support manifestation determination reviews and disciplinary processes involving students with disabilities. Instructional Support Provide consultation to general education and special education teachers regarding instructional strategies, accommodations, modifications, and behavioral interventions. Promote inclusive practices and support implementation of evidence-based interventions. Assist with professional development related to special education, behavior supports, compliance, and instructional practices. Assessment and Testing Coordinate accommodations for district, State, Regents, and local assessments for students with disabilities. Collaborate with school administrators to develop testing schedules and proctor assignments that comply with student accommodations. Monitor implementation of testing accommodations and ensure regulatory compliance. Collaboration and Communication Maintain ongoing communication with building principals, assistant principals, counselors, psychologists, social workers, teachers, and related service providers. Serve as a liaison between families, district personnel, and outside agencies. Participate in multidisciplinary team meetings to support student success. Respond to parent inquiries and facilitate collaborative problem-solving. Compliance and Documentation Ensure compliance with IDEA, Section 504, New York State Education Department regulations, and district policies. Maintain accurate records and documentation related to evaluations, CSE meetings, placements, and services. Assist in preparation for State monitoring reviews, audits, and due process proceedings. Monitor service delivery and documentation to ensure fidelity to student IEPs. Other Responsibilities Assist in budget planning related to special education services and placements. Support recruitment, onboarding, and supervision of special education personnel as assigned. Perform other duties as assigned by the Assistant Superintendent for Student Services. Ability to interpret and apply educational regulations. Strong interpersonal and communication skills. Ability to build collaborative relationships with staff, families, and community agencies. Ability to manage multiple priorities while maintaining confidentiality and professionalism. Terms of Employment Start date: November 1, 2026 Twelve-month administrative position.
