The Ossining School District is in need of an Assistant Superintendent of Human Resources and Administration. This position reports directly to the Superintendent of Schools and is a member of Senior Cabinet. This a twelve month position (not part of a collective bargaining unit) and the performance of this position and its responsibilities will be evaluated annually in accordance with the current contract.QualificationsNYS School District Administrator or School District Leader CertificationMaster’s DegreeAt least (5) years of teaching experienceAt least five (5) years of leadership experienceDemonstrated knowledge and expertise in the principles of a multi-tiered system of supports Multi-tiered System of Supports (MTSS), inclusivity, and professional development Demonstrated knowledge and expertise regarding the relationship of pedagogy to the overall operation of the Human Resources DepartmentDemonstrated knowledge and expertise in all aspects of the Annual Professional Performance review (“APPR”) process Demonstrated ability to lead and work collaboratively with professional teamsAlternatives to the above qualifications as determined by the Superintendent of SchoolsJob DescriptionThe Assistant Superintendent of Human Resources and Administration is responsible for overseeing, planning, training, managing, and evaluating the district-wide human resources process, function and program. They are responsible for recruiting, hiring and sustaining highly qualified staff as well as participating and overseeing the activities involved with labor management and collective bargaining negotiations. Administratively, the Assistant Superintendent is responsible to assist and support the Superintendent of Schools with the daily operations and functions of the schools and working closely with building level administrators providing guidance and support. This person will also serve as a member of the Superintendent’s cabinet and as an advisor on all personnel matters. Performance Responsibilities/Senior Cabinet Member:Assist the Superintendent of Schools or their designees in other areas designated by the Superintendent.Provide verbal and/or written reporting, contribute ideas and recommendations and present pertinent data during Senior Cabinet meetings, workshops and retreats.Provide assistance, guidance and support to administrators, supervisors and staff as per their designated role.Participate in instructional and personnel policy recommendations related to their respective offices and responsibilities.Prepare, and complete all Federal, State and Local reports required by agencies they are responsible for in their position.Serve on operational and pedagogical committees as appointed by the Superintendent of Schools.Promote and model the importance of equity and cultural responsiveness within their respective offices, district-wide and throughout the District’s entire learning community. Develop and maintain positive public relations on behalf of the district as well as for all areas within his/her jurisdiction.Assist, collaborate and, when applicable, lead in the recruiting, interviewing, screening and assigning of qualified candidates for certificated positions within their department(s). The foregoing shall include active participation in the teacher and administrator hiring committees with the ultimate goal of making recommendations for hire for these positions.Assist, collaborate and, when applicable, lead in the recruiting, interviewing, screening and assigning of qualified candidates for non-instructional positions within their department(s). Approves and monitors designated BOCES contracts and partnerships related to their specific office responsibilities.Collaborate with designated Senior Cabinet members in leading related professional development, workshops and/or training for designated certificated staff.Lead related professional development, workshops and/or training for designated non-instructional staff.Conduct and oversee all observations and/or evaluations respective to their department(s).Perform other tasks as requested by the Superintendent of Schools.Job Responsibilities/Human Resources:Supervise, oversee and provide direction, support and guidance to the Office of Human Resources.Maintain, oversee, administer and organize effective staff record-keeping to ensure current personnel records inclusive of certification, tenure, seniority, longevity, individual contracts when applicable, as well as, all other items pertaining to each employee’s position.Develop, lead and facilitate appropriate and relevant procedures, strategies and processes for recruitment of staff ensuring that it reflects cultural diversity and inclusivity.Recruit, approve, and maintain a system for per diem classroom substitutes as well as other positions in the district that require substitutes.Maintain appropriate and comprehensive records for purposes of evaluation, improvement plans or recommended termination of certificated and non-instructional personnel.Prepare and submit in a timely manner the personnel packet for the Superintendent’s agenda submission to the Board of Education. Play a pivotal role for collective bargaining unit negotiations as directed and guided by the Superintendent of Schools.Analyze and thereafter present to administrators and designated staff members any and all collective bargaining agreement updates, changes and/or revisions impacting the management of the district.Supervise and schedule the processing of potential or actual contractual grievances.Provide the Superintendent of Schools with detailed and high quality hiring packets in order to assist in the final decision regarding prospective employment.Assist or recommend to the Superintendent of Schools employee initial salary for hiring and all subsequent steps to the Onboarding process, as well as, communicate to the district’s business office additional steps to be taken.Maintain existing job descriptions and ensure they are current, as well as, create or revise newly established or modified job descriptions. Provide supervision, assistance and leadership in the operation, submission, monitoring and utilization of all management tools, software programs and/or locally created systems.Serve as the District’s Title VII Officer; investigate complaints under these regulations and guidelines.Implement, schedule and lead in providing all required training, professional development and workshops to staff pertaining to Human Rights Law, Civil Rights Act and other district related policies. Remain current and in compliance with all qualifications, requirements and certifications for certificated and non-instructional staff.Prepare, maintain a comprehensive system, and distribute staff vacancy notices and job postings adhering to the district’s hiring guide.Align Human Resources function(s) with the District’s Long Range Plan (LRP).Job Responsibilities/Administration:Provide leadership and support to building principals and assistant principals in implementing the instructional goals promulgated by the district and each school building.Implement, oversee and monitor the District’s compliance with Commissioner’s Regulation Part 100.11 (Participation of Parents and Teachers in School-Based Planning and Shared Decision-Making) to ensure the efficacy and success of each building level team.Evaluate and observe designated certificated staff members and provide the Superintendent of Schools with the applicable evaluation and observation schedule(s). Ensure appropriate training of designated qualified administrators in the observation and evaluation of certificated staff members. Work in collaboration with the Superintendent of Schools, designated Board member(s) and/or the District Clerk to organize, schedule, attend meetings and maintain records of district-wide policies related to instruction and personnel.Oversee, monitor and assess district policy to ensure alignment with school practices and processes related to equity. Ensure that the Superintendent of Schools is kept abreast of the aforementioned.Work in collaboration with the Assistant Superintendent for Student Services to collect data pertinent to disciplinary matters and behavioral issues to improve upon student behavior.Coordinate, oversee and implement the District’s Code of Conduct in order to ensure that it is culturally responsive, provides for restorative practices and builds character and growth.Provide guidance and ensure that the building level administration and staff are following the Long Range Plan (LRP) with integrity and fidelity.Support and collaboration on the development and management of each school building’s personnel needsCollaborate with designated members of the Senior Cabinet to supervise, evaluate and assess the implementation of all social/emotional curriculum and initiatives in the district.Collaborate with the Superintendent of Schools to schedule, maintain agenda, and facilitate monthly principal meetings.Work with Superintendent of Schools and their selected designee to provide professional development for school leaders that is relevant and aligned to the Federal and State requirements, the Long Range Plan and other initiatives implemented in the district.Address and confer with designated staff members on issues of concern or as requested by the Superintendent of Schools.Assist in overseeing all aspects of the APPR process and ensure that procedures and outcomes are consistent with applicable collective bargaining agreements.Participate in assigning APPR/HEDI scores to certificated staff.Participate in analyzing APPR scores to ensure accuracy.Analyze aggregate APPR scores to determine proficiency of certificated staff members in applicable performance domains.Assist in determining appropriate professional development based upon analysis of APPR scores in applicable performance domains.Assist in creating appropriate Teacher and/or Principal Improvement Plans based upon APPR scores in applicable performance domains. Provide hands on support for Teacher and/or Principal Improvement Plans.Provide recommendations to the Superintendent in determining which positions are needed in the organization to meet the District’s strategic goals and ensure fiscal responsibility, diversity and pedagogical excellence.Provide recommendations to the Superintendent in determining which positions are needed in the organization to meet student outcomes and build administrator and teacher capacity. Collaborate with designated members of the senior cabinet team in the areas of innovation and creativity to determine the critical and vital skills students will need to have upon graduation (College and Career Readiness).
