The Oneonta City School District is seeking a highly qualified candidate to fill the position of School District Treasurer. Start Date: October 1, 2025 or earliest opportunitySalary: $50,000 - $60,000, commensurate with experienceTerms: 12 months, full-timeReports to: School Business ManagerJob Summary: The School District Treasurer is a key financial officer responsible for maintaining the fiscal integrity of the school district. The School District Treasurer is appointed by the Board of Education and serves at the pleasure of the Board. Under the general supervision of School Business Manager, the Treasurer ensures accurate and compliant financial recordkeeping in accordance with Generally Accepted Government Accounting Standards, State Education Law and District policy. The role includes safeguarding District funds, preparing financial reports, overseeing cash flow and maintaining precise accounting records. The incumbent is required to submit periodic reports to the Board of Education who formulates the financial policies of the district.Primary Responsibilities: • Receives district funds, prepares bank deposits and makes physical deposits in the bank. Handles cash/checks and reconciles accounts with control ledgers and bank accounts. • Manages District cash flow and invests available cash funds. • Performs wire transfers for payroll, accounts payable and other vendor payments in a Multi-factor authentication (MFA) environment. Activates Positive Pay feature when payroll and accounts payable checks are processed.• Prepares and makes entries in the computerized financial system, including those in the general and subsidiary ledgers.• Creates and reconciles journal entries and general ledgers.• Conducts or assists in the conducting of in-depth studies concerning financial account balances and activities (i.e., trial balance and general ledger analysis).• Performs periodic audits of extra-classroom funds.• Corresponds with and prepares documents for Internal, External and Regulatory Auditors. • Records District receipts and disbursements and maintains all backup for audit review.• Reviews accounts receivable throughout the year.• Advises department heads and other supervisors of account balances and available funding.• Oversees asset management.• Files quarterly federal, state and sales tax returns.• Maintains schedules for borrowed funds, makes principal and interest payments and records the borrowing and payments by the District for debt payments.• Prepares monthly Treasurer’s report for Board of Education.• May collaborate with School business manager in the creation of NYS financial reports, financial statements, schedules and supporting documentation. • Cross-trains with Business Office staff to support key functions including payroll, accounts receivable and accounts payable. FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS:• Strong knowledge of governmental fund accounting and school district financial regulations, procedures and reporting standards. • Proficiency with accounting software (preferable NVison) and online banking platforms. • Ability to establish and maintain effective relationships with staff, officials and the public.• Strong attention to detail, organizational skills, and ability to manage multiple priorities.• Capable of interpreting and applying policies, financial laws and regulations.• Proficiency with Microsoft Office productsQUALIFICATIONS:A. Possession of a Bachelor's Degree or higher in Accounting, Business Administration, Finance or closely related field; orB. Possession of an Associate's Degree in Accounting, Business Administration, Finance or a closely related field AND three (3) years of paid experience in responsible financial record keeping duties; orC. Graduation from high school or possession of a high school equivalency diploma AND six (6) years of paid experience in responsible financial record keeping duties. Note: College degrees must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education and/or U.S. Secretary of Education. If an applicant’s degree was awarded by an educational institution outside the United States and its territories, the applicant must provide independent verification of equivalency.
