DIRECTOR OF FACILITIES DISTINGUISHING FEATURES OF THE CLASS: The Director of Facilities is responsible for planning and overseeing the efficient operation and upkeep of the Oneida City School District buildings, grounds, and equipment. The work is performed under general supervision from the School District Administrator, which may include the Superintendent, permitting considerable leeway in planning a preventative maintenance program and in establishing operating standards for keeping buildings and equipment up to approved standards. Directly supervises subordinate maintenance personnel, custodians, cleaners, and buildings and grounds employees. Although certain activities are performed in the office, the incumbent of this position will, on occasion, be required to perform maintenance and repair related tasks and activities, which may be performed indoors or outdoors under adverse working conditions. Does related work as assigned. TYPICAL WORK ACTIVITIES: Plans, supervises, and participates in a program of preventative maintenance and repair of all school district buildings, grounds, and equipment. This includes all the systems, vehicles (except school buses), and equipment used in a modern, high-tech school district; Assigns subordinate personnel to various maintenance and repair tasks, determines priority of work, estimates labor hours needed and compares to actual; Ensures removal of snow and ice from sidewalks, parking lots, and roadways; Constructs or supervises the construction of partitions, bleachers, stages, ramps, and other items; Conducts periodic inspections of building conditions to ascertain maintenance needs, and various types of safety inspections; Makes recommendations relating to new construction, replacement, repair, and modernization programs; Prepares and administers the budget for operations and maintenance; Requisitions equipment and supplies according to a prescribed manner; Reports difficult or costly problems to superior with proposed methods of solution; Operates various equipment including saws, planers, routers, sanders, gas and electric welders, tractors, loaders, backhoes, forklifts, etc.; Applies or supervises the application of various rodent, insect, or weed control products and other hazardous materials such as chemical cleaners; Administers the District’s integrated pest management program; Does cost outs of maintenance requests and performs cost/benefit analysis and life cycle costing; Interviews candidates and checks references of prospective employees; Does staff evaluations; Recommends appointments, transfers, promotions, and disciplinary action relating to operation and maintenance employees; Organizes and maintains appropriate in-service training program, such as the most up-to-date cleaning techniques; Conducts manpower studies; Assists in the preparation of specifications and plans for public works contracts and material and supply bids; Reviews plans and specifications prepared by architects and engineers; Manages, and when necessary, performs preventive maintenance and repairs on equipment, including plumbing, HVAC and electrical systems; Troubleshoots problems with equipment, including HVAC and electrical systems and may contact contractor to perform repairs when a non-routine issue is identified; May be responsible for operating motor equipment related to the work; Other duties as assigned. FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of tools and equipment used in the maintenance and repair of modern, high-tech school buildings; good knowledge of standard practices, procedures, and methods of construction in the various building trades; ability to plan and supervise the work of others engaged in maintenance and repair work; ability to read and interpret blueprints and mechanical drawings; ability to understand oral and written directions; mechanical aptitude; physical condition commensurate with demands of position; good knowledge of athletic field development and care; good knowledge of lawn care and the care of trees, bushes, and shrubs; good supervisory and leadership skills; ability to provide and recommend in-service experiences so that all maintenance employees become skilled in all areas of school building maintenance and all custodians become knowledgeable for the best and most efficient ways to clean, care for, and preserve their assigned buildings and grounds; ability to understand and follow written and verbal instructions; ability to communicate effectively both orally and in writing; mechanical aptitude; and ability to organize, prepare and maintain accurate records and files. MINIMUM QUALIFICATIONS: Graduation from High School or possession of a High School Equivalency Diploma and one of the following: (A) A Bachelor’s degree and two years of experience in school facilities maintenance, general building construction, building maintenance or repair work, or construction management, one year of which must have been at a supervisory capacity. (B) An Associate’s degree and four years of experience in school facilities maintenance, general building construction, building maintenance or repair work, or construction management, one year of which must have been at a supervisory level; or (C) Six years of experience in school facilities maintenance, general building construction, building construction, building maintenance or repair work, or construction management, one year of which must have been at a supervisory level. (D) An equivalent combination of education and experience as defined in (A), (B) and (C) above. SPECIAL REQUIREMENTS: Possession of a valid NYS Driver’s license at time of appointment and during the course of employment. OSHA 10-Hour Certification at time of appointment or willing to obtain within one year of employment. SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS: In accordance with the Safe Schools Against Violence in Education (SAVE) legislation, Chapter 180 of the Laws of 2000, and by the Regulations of the Commissioner of Education, candidates for appointment in school districts must obtain clearance for employment from the State Education Department prior to employment based upon fingerprint and criminal history background check. **Civil Service Position Subject to Exam** $75,000.00 Depending on Experience & Education
