The Position_____________________________________________________________________________The Director of Human Resources is responsible for planning, coordinating and directing aspects of the personnel functions of the school district. The Director of Human Resources supervises, directs and coordinates the personnel functions, administers employee benefit packages, and supervises the operations of the Personnel Office on accordance with rules and regulations established by New York State Department of Education. Work also involves maintaining files on school district personnel and personnel related issues and may include participation in collective bargaining negotiations. Work may also include interdepartmental coordination and may involve supervisory responsibilities.Major Responsibilities and DutiesTypical Work ActivitiesPlans, directs and controls the activities and daily operations of the personnel officeAdvances District brand through recruitment and retention strategy implementationActs as liaison with personnel related entities, i.e. NYSED, BOCES, Civil Service Commission, etc.Prepares job descriptions and job duty statementsOversees the employee recruitment and hiring processOrganizes training as it pertains to staff certification requirementsProvides employee consultation for issues pertaining to certification, employee benefits, etc.Maintains a general knowledge of personnel management issues, especially those in the public sector including but not limited to NYS Certification and Civil Service RegulationsProvide information and support administrative staff on personnel related issuesMay be involved in collective bargainingPrepares personnel related recommendations for the Board of Education, i.e. agendas and tenure recommendationsTracks completion of mandated coursework such as OSHA and Right to KnowFull Performance Knowledge, Skills, and AbilitiesKnowledge of current personnel practicesFamiliarity with the rules and regulations of New York State Department of Education, New York State Education Law, and New York State Civil Service LawGood knowledge of modern business practices and some familiarity with municipal governmentAbility to negotiate with othersAbility to comprehend and follow complex oral and written instructions and regulationsAbility to prepare and analyze complex forms, applications and reportsAbility to communicate effectively by speech or written wordAbility to establish and maintain professional relationships with supervisors, subordinates, and general publicAbility to maintain confidentiality of informationPersonnel CharacteristicsSound JudgementProfessionalismCourtesy and TactInitiativeDiscretionRequirementsNCSD seeks a highly qualified, motivated and committed Director of Human Resources.Salary commensurate with experience.Non-competitiveMinimum QualificationsGraduation from high school AND:Graduation from an accredited college or university with a Bachelor’s degree with a major specialization in industrial or labor relations, or human resources, or psychology; or public or business administration; ANDFive years of experience in developing and implementing personnel systems including employee training and development programs with preference given to experience obtained in the public sector; OR Five years of experience in the private sector or public sector with a background in personnel planning and development, collective bargaining and personnel recruitment and training*(NB Master’s degree in human resources, industrial and labor relations or public administration with a specialization in personnel management may be substituted for three years of experience); OR Any equivalent combination of education and experience sufficient to demonstrate the ability to perform the work of this position.WE ARE AN EQUAL OPPORTUNITY EMPLOYERThe New York State Human Rights Law prohibits discrimination in employment because of age, race, creed, color, national origin, sex, gender, disability, sexual orientation, marital status, or criminal record.
