CSE CHAIRPERSON Core Competencies:Ability to define problems, collect data, establish facts, and draw valid conclusions.Ability to interpret an extensive variety of data and deal with several abstract and concrete variables.Ability to apply knowledge of current research and theory in specific field.Ability to establish and maintain effective working relationships with students, staff, and the community.Ability to communicate clearly and concisely both in oral and written form.QUALIFICATIONS:Three (3) years of successful experience in the area of special education or a related service support area.New York State certification as a school psychologist orNew York State certification as a special education teacher, school social worker, speech pathologist.New York State certification as a School District Leader (SDL/SDA) preferred. PERFORMANCE RESPONSIBILITIES:Schedules, arranges, and conducts CSE and CPSE meetings.Reviews cases scheduled to insure that all necessary and relevant information has been completed and included.Communicates with parents, staff, and agencies regarding CSE/CPSE meetings and recommendations.Keeps appropriate committee records.May prepare and monitor STAC (System for Tracking & Accounting) forms for out-of-district and excessive-cost students.Coordinates CSE/CPSE activities with the State Education Department.Participates in impartial hearings.May coordinate the aging-in and aging-out process with the district, county, and state.May arrange out-of- district placement of preschool and school age special education students.Writes IEPs (Individual Education Programs) for preschool students and school-age students in out-of-district placements.Monitors student progress in BOCES and out-of-District placements.Arranges for thirty (30) day assessments of students referred to the CSE/CPSE.May conduct psychological evaluations.Assists in State Education Department reviews.May participate in out-of-district CSE/CPSE meetings.Prepares Board of Education reports.Arranges and monitors out-of-district evaluations.Arranges and monitors summer school placements.Consults with school-based teams regarding evaluations, scheduling, placements, laws, and regulations.Assists with designing and presenting appropriate staff development programs.Assists the Director of Special Education in making program arrangements for preschool and school age children both in and out of the district.Performs other related duties as assigned by the Director of Special Education or the Superintendent of Schools or his/her designee.Facilitates diagnostic, planning, and placement process.Ensures program and/or service integration within Special Education and between Special Education and General Education. Ensures compliance with the Special Education regulations (state and federal).Receives, processes, and documents referrals (e.g., notice letters, consent forms, parents rights, etc.)Coordinates components of the team assessments, including assigning cases for evaluation and review in a timely fashion.Schedules, arranges, and directs Committee on Special Education meetings and, if applicable, Committee on Pre-School Special Education meetings, in accordance with regulations.Arranges and directs all Special Education Team meetings pertaining to developing and/or reviewing education plans in accordance with regulations for students.Communicates with parents, staff, and agencies regarding CPSE/CSE meetings and recommendations including arranging meetings with parents of children referred to discuss the nature of the evaluations(s).Maintains appropriate Committee records and pertinent demographic information.Provides oversight of resources.Coordinates activities with School Improvement Teams.Participates in impartial hearings.Reviews IEP progress reports from teachers.Supervises and evaluates assigned group of Special Education and related services staff.Acts as a consultant with assigned Special Education and related services staff.Assists department Coordinator in preparation of reports and budgets.Monitors local, state, and federal Special Education regulations and/or guidelines to insure compliance.Coordinates the aging-in and aging-out process with the District, county and state.Makes arrangements for the placement of pre-school (where applicable) and school age Special Education students in out-of-District placements.Where applicable, writes IEP’s for pre-school and school age students in out-of-District placements.Where applicable, monitors student progress in BOCES and out-of-District placements.Participates in out-of-District CPSE/CSE meetings.Makes arrangements for and monitors out-of-District evaluations.Prepares Board of Education reports.Consults with School Improvement Teams regarding evaluations, laws, and regulations.Assists with designing and presents appropriate staff development programs.Performs other related duties as assigned by the Coordinator of Special Education & Related Services.
