REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Good knowledge of modern financial accounting and record keeping; familiarity with the laws, regulations, procedures and policies related to New York State school district finances; ability to follow oral and written instructions; ability to keep financial records and prepare reports thereon; integrity; good judgment. OVERVIEW OF POSITION: Under the supervision of the Assistant Superintendent for Business and Operations, the District Treasurer is regarded as a highly important technical position involving responsibility for the accounting of fiscal operations of the School District. The work is performed in accordance with general and specific instructions outlined by the Board of Education, permitting considerable latitude for the exercise of technical accounting judgment in the classification of accounts and preparation of reports. Administers the fiscal affairs of the district efficiently, expeditiously, and to the ultimate benefit of each student enrolled. Ensures that each student in the district derives maximum benefit from the expenditure of the per pupil allocation set by the Board for the acquisition of supplies and equipment. Directs the day to day financial accounting functions. Maintains separate funds for the General Fund, Food Service Fund, Capital Fund, Debt Service Fund and Special Aid Funds. Assists in preparing financial reports for federal, state, and local agencies, the Board of Education, the Assistant Superintendent for Business and Operations, and the Superintendent of Schools. Assists in establishing accounting records and procedures to conform to district policy, state, and federal requirements, expense accounting and distribution of revenues into proper fund accounts. Sets up and controls an encumbrance accounting system. Assists in issuing budget preparation schedule to all district department heads, and in reviewing and consolidating all budget requests and revenue sources to prepare and develop the budget document. Assists in maintaining records of receipts and expenditures. Prepares monthly cash flow statement to aid in determining cash available Collects tuition, rental, and other moneys due the Board. Establishes and maintains an effective inventory control and property accounting system. Provides advance warning of potential over expenditure of budgeted funds. Supervises payroll authorization preparations and all related files. Supervises accounts payable processes and procedures. Verifies personally all bank accounts monthly. Makes all reports that are the result of the accounting function. Prepares financial and other budget reports at regular intervals. Reports to the Assistant Superintendent for Business and Operations on the accounting affairs of the district and recommends changes and improvements as necessary. Revises, systematizes and installs account-keeping methods and procedures. Reviews ledgers of revenue received with bank statements. Creates and prepares spreadsheets as assigned by the Assistant Superintendent for Business and Operations, the Superintendent and the Board of Education. Maintains control of capital fund accounts for ongoing capital projects. Cooperates with all auditors and provides information to them as requested Qualifications: Minimum three years’ public school district or other municipal experience as an accountant or deputy treasurer.
