TITLE: TREASURERPosting Date: 2/2/24Posting End Date: 2/16/24Start Date: 5/1/24Salary: $100,000 - $105,000 Purpose: Performs responsible financial record keeping for a school district as mandated by State Education Law. The incumbent of such position is required to submit periodic reports to the Board who formulates the financial policies of the District. Reports to: The Superintendent of Schools and/or designee. Duties and Responsibilities:Assist in the preparation of the annual school budget;Supervise purchasing and see that quotes, bids and RFP’s are prepared and released according to State Statutes and District Policy.Implements and controls the adopted school budget;Receives district's funds from various levels of government and other sources, and deposits same in the bank designated by the Board;Closely monitors district expenses to ensure eligible funds are properly allocated to the fiscal stabilization reserve fund at the end of each fiscal year.Assists Financial Reporting Specialist in the preparation and submission of annual financial reports including the ST-3 and CFR.Communicate with RSU regarding rate reconciliation;Sign purchase orders, vouchers and contracts as allowed by Board Policy and State regulations;Assure that all business-related contracts are fulfilled;Maintain a fair and impartial attitude for the distribution of approved funds following the guidelines set forth by the policies of the district;Keep the Board and Administration aware of property insurance liability and damage to District property;Report outside audit to Board and Administration;Closely supervise and monitor tuition billing;Responsible for implementing and administering terms of collective bargaining agreements and serving on the District's negotiating team with employees;Responsible for preparation of RFP’s for district’s insurance programs as per regulations;Responsible for vendor recommendation and administering the District’s insurance and benefit programs;Responsible for recommendation and planning of Revenue Anticipation Notes should they be required to meet District facilities and programmatic needs.Banking activities including Inter-fund transfers, Money Market, Borrowings, Wire transfers, etc.Keeps a record of District receipts and disbursements;Maintain and age the Miscellaneous Accounts Receivable Ledger;Responsible for monthly reconciliation of bank statements.;Maintains bond register and/or records of funds borrowed by District and debt service payments;Prepares budget transfers;Oversees district payroll;Submits reports of District's finances to Board including Treasurer’s Report, Cash Flow Statement, Investment Report, Profit and Loss statement and other reports as requested by the Board of Education;Reports bi-annually to the Finance committee of the Board of Education;Performs other finance related duties as assigned;Assists in facilities and operations tasks as assigned. Required Qualifications:Good knowledge of modern financial accounting and record keeping;Familiarity with the laws, regulations, procedures and policies related to school district finances;Ability to follow oral and written instructions;Ability to keep financial records and prepare reports;Integrity; good judgment; physical condition commensurate with the duties of the position; SUGGESTED ACCEPTABLE TRAINING AND EXPERIENCE:Degree from a recognized college or university in Business Administration; Public Administration, Accounting, Finance or related field;Any satisfactory equivalent combination of the foregoing training and experience.
