VACANCY NOTICE DATE: August 27, 2024 POSITION TITLE: School District Treasurer ASSIGNMENT: Business Office CERTIFICATION: Civil Service – Exempt/Confidential START DATE: As Soon As Possible MINIMUM QUALIFICATIONS:Education, specialized background, training and experience. A. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in accounting, business or related field, including or supplemented by 18 semester credit hours in accounting and one (1) year of experience in accounting, municipal budgeting or financial planning and analysis involving the maintenance of double entry financial records, or a business, including the general ledger, or in the maintenance of governmental agency records involving appropriation accounting and the preparation of budget and financial reports; OR B. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in accounting, business administration or closely related field including or supplemented by nine (9) semester credit hours in accounting and three (3) years of experience as defined in (A) above; ORC. Graduation from a high school or possession of an equivalency diploma and five (5) years of experience as defined in (A) above; ORD. An equivalent combination of training and experience as defined by the limits of (A), (B) & (C) above. NOTE: Completion of one year of college with study in accounting or business administration may be substituted for the one year of required experience as noted in (A) above. NOTE: Documented part-time or volunteer experience may be accepted on a prorated basis. POSITION CLASS DEFINITION:Essential nature of work, degree of difficulty and responsibility. This position involves responsibility for maintaining the accounting records of a school district according to established accounting procedures and practices. The incumbent oversees financial transactions, payroll procedures, installation and maintenance of accounting systems, and preparation of reports and fiscal analyses. Work is performed under the general direction of the School Business Executive or other higher-level employee with leeway allowed for the exercise of independent judgement in planning and carrying out assignments. The incumbent does related work as required. KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Good knowledge of the principles, practices and terminology of accounting; good knowledge of financial administration including budgeting, purchasing and reporting, good knowledge of modern office terminology, procedures and equipment; working knowledge of business arithmetic and English; ability to develop and maintain accounting systems; ability to prepare and analyze complex financial records, reports and statements; ability to communicate effectively both orally and in writing; ability to operate a personal computer and utilize common office software programs; ability to perform close, detail work involving considerable visual effort and concentration; physical condition commensurate with the demands of the position.PRIMARY WORK ACTIVITIES:Typical activities characteristic of the class. Financial Management:- Assist with the preparation, development, and administration of the district’s budget, including estimation of revenues and appropriations.- Monitor and manage all financial transactions, including payroll, accounts payable, and accounts receivable.- Perform all general accounting duties such as maintaining a general ledger and making journal entries.- Ensure the accuracy and integrity of the district's financial records and reports.- Manage cash flow and investment activities, ensuring the district's financial resources are optimally utilized.- Assume primary financial responsibility for grant and capital project accounting and reporting. Compliance and Reporting:- Prepare and submit required financial reports to state and federal agencies in a timely manner.- Ensure compliance with New York State laws, regulations, and guidelines related to school district finances.- Coordinate and oversee annual audits and implement recommendations from auditors as appropriate.- Prepare monthly financial reports for the Board of Education and present financial data at Board meetings when requested.- Prepare and/or review monthly, quarterly, and annual reconciliations. Financial Planning and Analysis:- Assist with financial forecasting and long-term planning to support the district's strategic goals.- Analyze financial data and trends to provide insights and recommendations for financial decision-making.- Develop and implement financial policies and procedures to ensure effective financial management. Collaboration and Communication:- Work closely with the School Business Executive, Superintendent, Board of Education, and other district administrators to provide financial guidance and support.- Serve as a liaison with banks, investment institutions, and other financial entities.- Communicate effectively with various stakeholders, including school staff, parents, and community members, regarding the district’s financial status. ** Note ** This job posting is intended to outline the general responsibilities for the role.
