Executive Director of Special EducationSeeking highly qualified individual to provide sound education programs for children who cannot sufficiently benefit from regular classroom programs.MINIMUM QUALIFICATIONS:Valid certification as school district administratorAt least five years experience in public education, part of which must have been in teaching or supervision in the field of Special Education.Experience with inclusion, grant writing, and raising student achievement.Such alternatives to the above qualifications as the Board of Education may find acceptable.REPORTS TO: Assistant Superintendent for Instruction and LearningSUPERVISES: Coordinator of Special Education; Elementary Special Education K-12, Speech K-12, Sign Language K-12,Teaching Assistants K-12, Teacher Aides (1:1) and Clerical Staff.JOB SUMMARY OR FUNCTION:To provide sound education programs for children who cannot sufficiently benefit from regular classroom programs.PERFORMANCE RESPONSIBILITIES:Develop, implement and evaluate district’s special education instructional programs reflective of the NYSED Learning Standards and Assessments and the unique needs of students with disabilitiesWork with building principals, directors and coordinator to ensure coordination of high quality instructional programs among all school buildingsResponsible for the identification, evaluation, placement and provision of services for students with disabilities and the provision of a free and appropriate public education in the least restrictive environment Plan, schedule, implement programs and provide professional development for special education teachers, teacher assistants, related service providers and for new teacher orientationPlacement of student teachers with special education and speech language teachers in collaboration with the Assistant to the Superintendent for AdministrationSupervises the CPSE, CSE and its subcommitteesObserve and evaluate special education teachers, speech and language teachers, school psychologists and teacher assistantsKeeps informed of all legal requirements governing special educationSupervises the Longwood Career Center Oversees Extended School YearDevelops budget and staffing recommendations and provides expenditure control on established budgets for district special education, contracted services, BOCES tuition, and private/ residential programs. Coordinates special transportation for both district and out of district studentsDevelops procedures and oversees processes to file for state aid via the NYSED STAC System. Oversees the information management, service requirements and data filing for Medicaid Reimbursement.Supervises all special education data including, but not limited to Verification Reports (Data reported through SIRS), PD Reports, Self and Procedural Reviews for IDEA Indicators and Due Process for students/parents of students with disabilitiesAssures that the District Plan for Special Education is up to dateIDEA 611, 619 and CPSE grant applications and administrationResponsible for providing information compliant with applicable laws and regulations to enable parents to give informed consentResponsible for the Impartial Due Process Hearing ProceduresResponsible for reports to the Board of Education consistent with the regulatory requirements and/or local protocolOther duties and assignments as directed by the Superintendent of Schools or designee.TERMS OF EMPLOYMENT: Twelve (12) months per year. Terms & Conditions of Employment in accordance with the Collective Bargaining Agreement with the Middle Island Administrators’ Association (MIAA).EVALUATION: Performance is evaluated annually.EFFECTIVE: July 1, 2023
