Position Title: Purchasing Assistant (12 Month position Competitive Civil Service Title) Provisional appointment pending successful rating on Civil Service Exam. Exam date TBD. Effective Date: ASAP DISTINGUISHING FEATURES OF THE CLASS: Performs a variety of tasks in connection with the purchase of a wide variety of materials, supplies, and equipment; does related work as required. This is an important position involving considerable independent responsibility for accurate and efficient management of departmental purchasing and operating affairs. The duties are performed under the general direction of the Assistant Superintendent for Business. The incumbent of this position works closely with clerical staff, building administrators and department directors throughout the district. EXAMPLES OF WORK: (Illustrative only)Advises department heads and/or personnel on purchases and makes recommendations to them, which are most cost effective;Researches products for purchase from vendor lists, preferred sources, centralized Purchasing Department contracts, internet and by contacting and/or meeting with vendors for product options/discounts;Writes the specifications for bids and RFP’s.Reviews and tracks purchase order requests for compliance with New York State Law and City Purchasing Policies, corresponds with departments about purchase order issues, confers with Comptroller on procurement policies and issues, obtains relevant information from requisitions and vendors;Finalizes purchase orders, issues purchase orders to vendors;Tracks purchase orders, vendors and other pertinent information related to purchasing;Processes, checks, codes, and files requisitions, claims, vouchers, bills, and receipts for the Purchasing Department;Update and implement the District’s Procurement Procedures. Provide guidance, oversight and problem resolution and ensure compliance with District’s purchasing policies and procedures;Handles surplus assets and disposition thereof;Coordinates the distribution and collection of bids;Schedules and conducts the bid and RFP opening meetings, keeping appropriate records, and recording bids at public bid openings in accordance with City, State, and Federal requirements;Maintains original bid files with all required information and documentation;Collects, compiles, and utilizes statistics and other related information in the preparation of annual reports and maintenance of records and data bases;Corresponds with departments, vendors and outside agencies concerning purchasing issues;Administers the District’s procurement card program;Prepares financial and statistical reports for the Assistant Superintendent for Business;Supervises the maintenance of purchasing and other Business Office files and ensures the safekeeping of important records and reports;Assist the Assistant Superintendent for Business by handling a variety of administrative details;Prepares resolutions pertaining to the Business Office for Board of Education meeting agenda. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONALCHARACTERISTICS: Good knowledge of modern principles and practices of purchasing; good knowledge of New York State Laws and policies and procedures relating to purchasing; good knowledge of business arithmetic; ability to review the work of others for the purposes of accuracy; ability to establish and maintain effective working relationships with others; ability to communicate effectively both orally and in writing; ability to operate a personal computer and utilize common office software programs; working knowledge of business administration procedures. MINIMUM QUALIFICATIONS:Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in Business Administration, Retail Sales Management, or marketing and one (1) year experience in purchasing supplies and equipment, or retail sales involving item pricing or cost analysis of items or goods; one (1) year experience in clerical, administrative or office management experience including maintaining electronic records in a database or spreadsheet and preparing reports; orGraduation from high school or possession of a high school equivalency diploma and three(3) years’ experience as defined in (a); orAn equivalent combination of training and experience as defined by the limits of (a) and (b).
