Department: Special Education Direct Report: Assistant Superintendent of Special Education Supervise: Special Education Teachers, clerical staff, Teaching Assistants, & Teacher Aides Location: District Office Director of Special Education Position Overview The Director of Special Education provides districtwide leadership and oversight of all special education programs and services to ensure that students with disabilities receive high-quality, equitable, and legally compliant educational opportunities. The Director reports to the Assistant Superintendent of Special Education and is responsible for program development, instructional leadership, compliance with federal and state regulations, staffing, and collaboration with families and school-based teams. This role advances KLSD’s vision by promoting inclusive practices, fostering belonging and well-being, and ensuring that every student is supported, seen, and valued to reach their full potential. A central component of the position is working collaboratively within a Professional Learning Community (PLC) framework, supporting administrators and educators in using data, collaboration, and reflective practice to improve outcomes for students with disabilities. Roles and Responsibilities Program Leadership, KLSD Vision, Instructional Oversight, and Staffing Lead special education programs in alignment with KLSD’s vision, including commitments to equity, belonging, and well-being for all learners. Promote inclusive, student-centered practices that ensure students with disabilities are meaningfully integrated into school communities. Support schools in embedding special education practices within a PLC model, emphasizing collective responsibility for student learning and growth. Collaborate with district and building leaders to align special education programming with instructional priorities and district initiatives. Evaluate and observe Special Education teachers with principals. Support the recruitment and retention of excellent Special Education teachers and support staff. Knowledge of MTSS and implications for Special Education programming. Professional Learning Communities (PLCs) and Continuous Improvement Demonstrate knowledge of, or a strong willingness to work within, a Professional Learning Community (PLC) framework. Support administrators, teachers, and related service providers in using data and collaborative inquiry to inform instructional decisions and interventions for students with disabilities. Encourage reflective practice and continuous improvement across special education teams through structured collaboration and professional learning. Partner with district leadership to strengthen shared ownership for outcomes of students receiving special education services. Provide and assist with all Special Education professional learning. Collaboration and Family Engagement Collaborate effectively, empathetically, and positively with families, staff, and external partners. Communicate thoughtfully, transparently, clearly, and consistently with parents and guardians regarding programs and services. Build strong partnerships and relationships with parents, students, building leaders, teachers, counselors, and related service providers. Promote a welcoming and inclusive approach to working with all families. Demonstrated history of positive and thriving relationships with families. Compliance and Special Education Law Ensure districtwide compliance with IDEA and New York State special education laws and regulations. Oversee and support the Committee on Special Education (CSE) process, including chairing meetings as needed. Provide guidance and oversight related to evaluations, IEP development, placement decisions, and procedural safeguards. Serve as a district resource for complex cases, parent concerns, and due process matters. Knowledge and Skills Knowledge of, or demonstrated willingness to work within, a Professional Learning Community (PLC). Commitment to advancing districtwide goals outlined in the district’s vision, including equity, belonging, and well-being. Ability to lead change, build collective capacity, and foster collaboration across schools and departments. Finance, Funding, and Operations Demonstrate understanding of special education funding, State aid, and budget development. Monitor and manage special education expenditures in collaboration with district leadership. Support responsible resource allocation aligned with student needs and district priorities. Oversee contracts and services related to special education programming.
