The Assistant Superintendent for Finance and Operations is a key leadership position responsible for overseeing the district's business office, accounting practices, transportation, food service, facilities and operations, and energy program. This is a twelve-month position.QualificationsValid NYS School Business Administrator (SBA) or School District Business Leader (SDBL) certificate or Civil Service qualifications.An advanced degree is preferred, with preference given to a Certified Public Accountant (CPA).Minimum five years’ experience in administration and supervision at the school districtlevel preferred; or equivalency in business will be considered as deemed appropriate tothe responsibilities of this position.Extensive knowledge of the principles of governmental funds and accounting practices,methods, and current trends of school finance, budgeting, and administration.Such alternatives to the above qualifications that the Board and Superintendent find appropriate and acceptable.Reports to: Superintendent of SchoolsSupervises: All Operations Department Supervisors and the entire Business staffSalary: $175,000 - $200,000, commensurate with experience; inclusive of a competitive benefits package.Areas of ResponsibilityFiscal Management & AccountingThis area encompasses the comprehensive financial administration of the district, ensuring responsible and transparent use of funds.Budgeting: Develops and administers the school district budget, including annual preparation, long-range strategic financial planning, and preparing presentations and newsletters.Financial Oversight: Leads and manages the district's finances. Supervises and oversees all accounting functions, including fund balance and reserve management, cash flow projections, revenue estimation, collection, and reporting.Reporting & Compliance: Oversees the preparation of state-mandated reports, including the ST3, Form A, F, and supporting schedules. Ensures timely filing of State Education Department (SED) reports. Manages the debt service and the district's banking and investment portfolio.Audits & Controls: Supervises and oversees external and internal audits and maintains internal controls. Acts as the liaison for the Board Audit Subcommittee.Operations and FacilitiesThis responsibility includes the management of physical assets, construction, maintenance, and related services.Facilities & Maintenance: Supervises all phases of district buildings and grounds activities, including operations, maintenance, construction, modifications, and staffing requirements. Coordinates and supervises safe and efficient maintenance and repair. Develops and manages a preventive maintenance program.Capital Projects: Provides oversight and direct involvement with all aspects of capital construction projects, including scope, finance, and contracts. Coordinates projects with architects, construction managers, fiscal advisors, and the Director of Facilities & Operations. Maintains all accounting records for each project, inclusive of Energy Performance Contracts (EPCs).Purchasing: Supervises purchasing, handling requisitions, specifications, bids, purchase order issuance, verification, and payment. Ensures contract compliance.Program Supervision and LeadershipThe Assistant Superintendent provides direct oversight and leadership for key support services and programs.Transportation: Supervises all phases of the transportation program, including operations, bus routing, safety, vehicle maintenance and purchasing, and staffing.Food Service: Supervises the operation of the food service program, including operations, revenues, food purchases, and state/federal aid.Supervision This area covers personnel administration for non-certificated staff and administrative support functions.Supervision: Serves as the direct supervisor for Facilities and Operations, Food Service, Transportation, and the Business Office (Treasurer, Payroll, A/P&A/R, Purchasing, and Tax Collection). Collective Bargaining: Provides chief fiscal support to all district negotiations and collective bargaining agreements.Tax Collection: Works with all tax collectors, constructs the tax levy, and reports to the county.Information Management: Serves as the Records Access Officer and manages all Freedom of Information requests. Serves as the Records Management Officer.Miscellaneous: Oversees the administration of scholarship funds.Other DutiesThis area covers other duties as assigned by the Superintendent of Schools.Support: Provide advice, support, and assistance to the Superintendent on confidential matters, including but not limited to employee contract negotiations.Tasks: Perform other tasks consistent with the job goals and major responsibilities of this position as directed by the Superintendent.
