The School District Treasurer is appointed by the Board of Education and serves at the pleasure of the Board. Under the general supervision of the Assistant Superintendent for Finance & Operations, the incumbent performs responsible financial record keeping for the District as mandated by State Education Law. The incumbent is required to submit periodic reports to the Board of Education who formulates the financial policies of the district. The incumbent supervises employees of the Business Office assigned to these units: Accounting, Payroll, and Accounts Payable. Qualifications:Bachelor’s degree in Accounting or Business and 2 years of paid full time work experience in accounting/auditing/financial recordkeeping, including supervision of employeesor Associate’s degree in Accounting or Business and 4 years of paid full time work experience in accounting/auditing/financial recordkeeping, including supervision of employeesor6 years of paid full time work experience in accounting/auditing/financial recordkeeping, including supervision of employees Familiarity with nVision preferred.Candidates should be experienced, organized, detail oriented and possess a strong knowledge of financial accounting, record keeping, as well as laws, policies, procedures, and regulations related to District finances. Must take initiative in solving problems and completing projects in compliance with deadlines, changing laws, guidelines and auditor requirements. Must possess the ability to follow oral and written instructions. Must be able to establish and maintain effective working relationships. Ability to deal effectively with all stakeholder.Primary Activities and Responsibilities: • Maintains all financial records of the District• Prepares monthly treasurer’s reports • Supervises, evaluates, trains and reviews work of Accounting, Payroll, and Accounts Payable staff• Signs all checks and executes electronic payments• Oversees all accounting functions including budget adjustments, budget transfers, and journal entries • Prepares monthly cash flow projections• Assists with investment of district funds• Authorizes transfers of monies between bank accounts and keeps monies invested at the best possible rates for the longest feasible time.• Maintain the general ledger, cash receipts, and cash disbursements for all funds• Liaison for independent external, internal and NYS auditors to coordinate and facilitate all audits and provide the required documentation as requested for interim and year-end audit testing• Prepare Corrective Action Plans• Directs and supervises implementation of audit recommendations made to the District• Oversees preparation of invoices and account for foster, homeless, and non-resident tuition• Oversees billing and tracking of accounts receivables • Prepares and files financial records with state and federal agencies• Maintains due to/due from schedule of interfund activity/settle interfund balances• Maintains accounting and filing forms for capital projects including Final Cost Reports• Analyzes records needed to prepare and file Medicaid Cost Report• Prepares and files Maintenance of Effort reports (eligibility and compliance)• Assists in budget preparation• Prepares ST-3 financial data reports and related schedules as required by NYSED• Maintains Special Aid Fund Grant files and documentation• Works with Grant Coordinators to review and monitor expenditures• Oversees the preparation and filing of the necessary accounting reports to NYSED throughout the fiscal year for all grants, such as FS-25’s and FS-10’s• Enter appropriation and revenue budgets into the district financial software for all funds. Assign all new appropriation, revenue and general ledger account codes as needed• May assist with analyzing equipment purchases and updating Fixed Assets providing CBIZ with required schedules• May submit NYSLRS and NYSTRS pension system reports• May reconcile employee benefits• May reconcile monthly BOCES invoices• May roll over staff leave accruals and payroll annually• All other duties as directed by the Assistant Superintendent for Finance & OperationsThe Hyde Park Central School District is an Equal Opportunity Employer committed to fostering an inclusive and diverse work environment.
