ASSISTANT SUPERINTENDENT FOR BUSINESS The ideal candidate is a service-oriented and collaborative leader who understands that the role of the business office and operations department is to provide timely support to all students, staff, and families in a fiscally responsible manner. Responsibilities include overseeing all business, financial, facilities, safety, food service, and transportation operations of the District while supporting the educational program of the district into a comprehensive and prudent fiscal plan that puts students first. ASSISTANT SUPERINTENDENT FOR BUSINESS JOB DESCRIPTION Reports to: Superintendent of Schools The Assistant Superintendent for Business administers the business affairs of the District in such a way as to provide the best possible educational services with the resources available and coordinates all support services in a way that compliments the overall educational program. Qualifications: NYS Certification SDA or SDBL Experience as a School Business Official Supervises: Director of Facilities, Operations and Maintenance Business Office Personnel Transportation Supervisor Food Service Director Safety Coordinator Major Areas of Responsibility: District Goals and Policies Together with the Board of Education’s Finance Committee, identifies District objectives and develops and implements procedures to achieve goals Report to the Finance Committee and the the full Board the progress on achieving District objectives Assist the Board Policy Committee in identifying and developing policies concerning business and support activities Ensure attainment of applicable objectives of District’s Strategic Plan Administrative Attend and participate in all Board of Education meetings and appropriate local, state, and national meetings Act as advisor to the Superintendent on all business and financial questions Supervise the financial affairs of the District, including accounting, purchasing, payroll, cash flow reporting procedures and long-range plans Assist and advise district and building administrators on administrative, financial, personnel and building issues Supervise data processing procedures to provide management information, evaluation techniques and long-range forecasts Supervise the food service program and the National School Lunch Program Supervise and assist the Director of Facilities, Operations and Maintenance in the discharge of duties Monitor new student enrollments for residency requirements Assist in the development of recommendations for building additions and major capital projects Coordinate the Basic Educational Data System Reports for submission to the State Research grants that are appropriate for the District operations and assist staff in completing applications Coordinate professional training for all security, Business Office, and Facilities, Operations and Maintenance staff Serve, collegially and cooperatively, as a member of the Superintendent’s Cabinet alongside district level leaders for Curriculum & Instruction, Pupil Personnel Services, Technology & Innovation and Human Resources Financial Responsibilities Develop and lead the annual budget process and formulate the budget document, budget presentations and budget newsletters Forecast revenue and expenditure and provide updates to the Finance Committee and Board of Education Manage the District insurance programs Insure the timely submission of all financial reports to State and Federal agencies Direct the annual audit of the school’s financial record and financial position Provide enrollment projections on an annual basis Coordinate documents and information necessary for the issuance of serial bonds and bond anticipation notes Community and Professional Relations Maintain effective district community relations and interprets the financial concerns of the District to the community Develop relationships with local, State and Federal legislators Work with the Town of Cortlandt and the City of Peekskill with issues involving assessment or pilot agreements Develop relationships with local businesses in order to utilize business resources to advance the educational programs Represent the District at various regional, state, and national associations relative to the role of School Business Official Be an active member of the Hendrick Hudson Community Education Foundation Personnel and Labor Relations Carry out policies and civil service regulations for recruitment and screening of all security, Business Office, and Facilities, Operations and Maintenance staff Oversee the supervision/evaluation of all security, Business Office, and Facilities, Operations and Maintenance staff Interpret and clarify personnel policies and resolve grievances or complaints from or about support staff Maintain personnel records on security, Business Office, and Facilities, Operations and Maintenance staff Management of all employee benefit programs, in collaboration with the Human Resources department Organize personnel procedures and practices for security, Business Office, and Facilities, Operations and Maintenance staff according to all appropriate regulations and agreements, including supervision of background checks on all candidates Negotiate for the Board in collective bargaining with the employee units; lead with CSEA Provide staff development opportunities for all security, Business Office, and Facilities, Operations and Maintenance staff Insure that all employees receive the contractual benefits, in collaboration with the Human Resources department Monitor the work schedules of all security, Business Office, and Facilities, Operations and Maintenance staff Participate in negotiations with the professional staff bargaining units Maintain regular communications with the leadership of each bargaining unit, especially CSEA Other Perform such other responsibilities as may be delegated by the Superintendent of Schools
