Director of Student Services Location: District Office Rate of Pay: Per contract (based on experience) Anticipated Start Date: January 22, 2025 Minimum Qualifications: A valid NYS SDA or SDL certification is required. Director of Student Services REPORTING STRUCTURE: Reports to Superintendent or appointed Executive Cabinet Member POSITION SUMMARY: The Director of Special Education is responsible for the leadership, administration, and supervision of the Hudson City School District’s Special Education Program and services and the daily operational functions of the Office of the Committee on Special Education (CSE and CPSE). TYPICAL WORK ACTIVITIES: Relative to Pupil Personnel Services:Previous administrative experience in special education is preferred.Comprehensive experience chairing CSE, CPSE and 504 meetings.Extensive experience developing IEP and 504 plans.Experience in impartial hearings and the mediation/resolution process as required.Proven experience developing and implementing strategic plans.Collaborate with the Superintendent and/or appointed Executive Cabinet member(s) to plan, direct, and review the activities and operations of the Special Education Department, including assessing needs, developing programs and implementing services.Collaborate with Superintendent and/or appointed Executive Cabinet member(s) with the implementation of the district’s Multi-Tiered Systems of Support process to support progressive interventions for academics.Comprehensive knowledge of federal and State legal requirements governing special education, homelessness, and homebound instruction for students requiring special education services. Comprehensive knowledge of instructional best practice and structures that support student learning, especially as they apply to special education programs and practices, and related services.Experience using data and evidence to establish clear and measurable goals to monitor students’ progress and evaluate instructional programs.Maintain an accurate database and files of former and current students served in special education. Expertise in the hiring, supervision and evaluation of faculty and staff to promote professional growth and ensure high standards of professional accountability in diverse educational settings.Expertise as instructional leader, capable of serving as a lead professional developer for a diverse and talented student services faculty.Ability to collaborate with stakeholders and community agencies, including students, parents, faculty and administration, CPSE agencies, BOCES administrators, private and residential schools, the courts, and other school districts in a shared commitment to the goals of the district and improving services to students.Special education services, psychological and social work programs and services, speech services, guidance-type activities, and medical services related to the Committee on Special Education.Supervision and monitoring of nurses, school counselors and social workers State and County funding programs reports and applications.Hiring, supervision and evaluation of PPS and/or Special Education faculty and staff.Performs other related tasks that are requested by the Superintendent of Schools.Supervises, on a District-wide basis, the identification of students in need of support services.Develops, implements, and supervises programs for all students identified as in need of support services.Maintains data and assures that regulations for the homeless(McKinney Vento), as well as appropriate services, are implemented using District grant funds.Participates in the observation and evaluation of teachers and support staff.Coordinates the home and hospital-bound instruction program, re-entry plansWorks with Building Principals to assess current and future pupil personnel services needs.Supervises the preparation of agendas, the scheduling of initial CSE and CPSE meetings, annual reviews and reevaluation reviews. Ensures that all mandated members are in attendance at meetings, that the parents of each child to be discussed are invited to the meeting, and that the IEP developed or revised is accurate and appropriate.Explain the CSE and CPSE procedures, including due process, to parents.Ensures that the necessary evaluations are completed for annual reviews and reevaluations.Makes written recommendations for the Board of Education regarding classification, placement, and program; presents these recommendations to the Superintendent and/or appointed executive cabinet memberInforms each parent in writing of the recommendations of the CSE and CPSE to the Board of Education and the determination of the Board. Secures written permission for placement/program from the parent(s).Ensures that all CSE and CPSE placements are monitored and that IEPs are written and implemented.Identifies and maintains a register, updated annually, of all children with disabilities requiring special education services residing in the District who are 3-21 years of age.Completes Special Education Plan, as required every three years.Supervises Related Service providers providing services from BOCES. MINIMUM QUALIFICATIONS: School District Leader certification; along with 5 or more years of administrative experience in Special Education and/or Pupil Services in the district office.
