Job Summary:The Director of Pupil Personnel Services (PPS) is responsible for the leadership, coordination, and supervision of all special education and related student support services within the Highland Central School District. This includes oversight of special education programs, Section 504 compliance, counseling, social work, health services, and other student support initiatives. The Director will ensure that all programs align with federal and state regulations and support the district’s mission to promote student achievement and well-being. Key Responsibilities:Provide leadership and direction for all pupil personnel services, ensuring high-quality special education and student support programs.Supervise and evaluate staff within the PPS department, including special education teachers, psychologists, social workers, counselors, and related service providers.Ensure compliance with federal and state laws and regulations, including the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act.Oversee the development, implementation, and evaluation of Individualized Education Programs (IEPs) and 504 Plans.Work collaboratively with administrators, teachers, parents, and community organizations to support student success.Develop and manage budgets related to special education and pupil personnel services.Analyze data to assess program effectiveness and make recommendations for improvement.Facilitate professional development opportunities for staff to enhance instructional practices and support services.Serve as a liaison between the district and the NYSED regarding special education matters.Collaborate with community-based organizations providing UPK programs.Ensure compliance with McKinney-Vento regulations regarding the education of homeless children and youth.Support the implementation of English as a New Language (ENL) services to meet the needs of multilingual learners.Address concerns and provide support to families regarding special education services.Perform other duties as assigned by the Superintendent or Assistant Superintendent.Qualifications:New York State Certification as a School District Leader (SDL) or School District Administrator (SDA).Minimum of five years of experience in special education, pupil personnel services, or a related leadership role.Extensive knowledge of federal and state regulations governing special education and student support services.Strong leadership, communication, and problem-solving skills.Ability to collaborate effectively with diverse stakeholders, including educators, parents, and community partners.
