Completion of a New York State Registered Program in Educational Administration required. Candidates must possess or be eligible for New York State administrator certification, including School District Leader (SDL), School Administrator/Supervisor (SAS), or other qualifying NYSED administrative certification. At least three-years' successful experience in public school administration and supervision. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. Reports to: Superintendent of Schools Supervises: Subject Matter Specialists and teachers (Guidance Services, Medical and Nurse Services, Psychological and Social Work Services, Speech and Hearing Services and Special Education) Goals: Under the direction of the Superintendent of Schools, provides leadership in the ongoing development and improvement of Pupil Personnel staff to enable all students to benefit from their educational opportunities to the fullest by eliminating, as far as possible, those problems that prevent or interfere with student learning. PERFORMANCE RESPONSIBILITIES: Oversee the guidance, psychological, health, and social casework services of the district. Assumes responsibility for providing leadership to principals and other appropriate personnel in creating policy framework for each area included in pupil personnel services. Assumes responsibility for devising an assessment system for evaluating the effectiveness with which each area of pupil personnel services will function. Collaborates with teachers, principals, and other school personnel in sharing information and understanding about a student and establishes and plans for respective roles in the modification of the student's behavior. Administer special areas in accordance with Board procedures and policy in testing. home instruction, and pupil personnel consultation services. Directscase study services for students include identification, diagnosis, follow-up, and referral of students with problems related to attendance, mental health, or learning disabilities. Oversee the evaluation and interpretation of educational progress of students. Oversee the placement of individual students with special needs in those educational situations best suited to their requirements. Assist in implementing state department regulations and in developing special education programs. Works cooperatively with principals in recruiting, screening, hiring, evaluating, dismissal and approval of tenure for staff members for various branches of student personnel services and special education. Plans and supervises an orientation program for new student personnel specialists Assumes responsibility for the professional guidance, supervision, development, and evaluation of testing specialists, guidance counselors, and speech and hearing therapists. Coordinates referrals to school and community resources. Establish effective liaison with the various offices and agencies within the community that may provide specialized or professional help to students and their parents and serves as the referral agent to those offices and agencies. Establish effective working relationships with other institutions of the town, region, and state that may be of use to teachers, parents or students. Coordinates pupil personnel and special education services from BOCES. Develop specific procedures by which pupils will be transferred to and from special classes and notify personnel involved. Prepares and administers budgets for Pupil Personnel Services. Involves parents of children in the Special education Program in the education of their children through conferences, SEPTA, etc. Prepares reports on the organization, enrollment and cost of operation of the programs as needed locally and as required by law.
