Executive Administrative Assistant – Personnel (Confidential) Location: District Office Reports To: Assistant Superintendent for Human Resources Employment Type: Full-Time, 12-Month Position Bargaining Status: Confidential – Excluded from Collective Bargaining Units (Status: Unclassified/Exempt) Salary & Hours Salary Range: $50,000 – $70,000 annually, commensurate with experience Work Schedule: Monday through Friday Hours: 35 hours per week Work Year: 12 months Benefits: New York State Employees’ Retirement System (ERS), district health insurance, and paid vacation, personal, and sick leave in accordance with Board-approved Confidential Policy Position Summary The Executive Administrative Assistant – Personnel provides high-level confidential administrative and operational support to the Assistant Superintendent for Human Resources. This position plays a critical role in supporting the District’s labor relations strategy, personnel administration, recruitment operations, and regulatory compliance functions. The role requires independent judgment, absolute discretion, and extensive knowledge of New York State Education Law, public sector employment regulations, and collective bargaining processes. Due to regular access to confidential labor relations materials, personnel files, disciplinary matters, financial data, and negotiation strategy documents, this position is excluded from collective bargaining representation under the Taylor Law. Primary Responsibilities Labor Relations & Negotiations Support Assist in preparing materials for collective bargaining negotiations, including cost analysis, grievance documentation, and draft contract language. Maintain confidential negotiation files and documentation related to labor relations strategy. Compile research and background materials related to collective bargaining agreements and personnel policy. Personnel Records & Regulatory Compliance Maintain, secure, and audit official personnel files in accordance with District policy and legal requirements. Monitor compliance with New York State Education Law, FMLA, ADA, and related employment regulations. Ensure personnel actions align with Board of Education policy and applicable legal mandates. Recruitment & Onboarding Administration Manage the end-to-end recruitment lifecycle, including postings through OLAS and certification verification through the TEACH system. Screen applicants and coordinate interview scheduling with hiring administrators. Support onboarding processes for instructional and non-instructional staff. Coordinate and monitor the District’s mentorship program for new instructional staff. Financial & Budgetary Administration Prepare and process departmental requisitions and expense documentation. Track Personnel department expenditures and maintain financial records to support District-wide budget forecasting and labor cost analysis. Provide administrative support related to staffing allocations and labor projections. Certification & Regulatory Reporting Serve as the District’s primary liaison for the TEACH system and BOCES reporting requirements. Ensure all instructional and applicable staff maintain appropriate New York State certification. Monitor certification status and notify leadership of pending expirations or compliance concerns. Executive & Operational Support Manage the Assistant Superintendent’s calendar, high-level correspondence, and confidential communications. Prepare reports, presentations, and Board-related documentation as needed. Serve as a point of contact for department heads and administrators in the absence of the Assistant Superintendent. Provide oversight and coordination of administrative operations within the District Office. Minimum Qualifications Associate’s or Bachelor’s degree preferred. Three to five years of experience in human resources, personnel administration, or executive-level administrative support. Demonstrated experience handling confidential labor relations or personnel matters. Strong working knowledge of New York State Education Law and public sector employment regulations. Proficiency in Microsoft Office Suite, financial database systems, and state-specific portals including TEACH and OLAS. Exceptional organizational, written, and verbal communication skills. Ability to exercise sound judgment and maintain strict confidentiality. Preferred Qualifications Experience in a New York public school district. Prior involvement in collective bargaining preparation or labor relations documentation. Experience supporting budget development or financial tracking within an HR or personnel department. Ability to provide translation services to support District-wide equity initiatives.
