Personnel & HR Compliance Secretary (Confidential)Location: District OfficeReports To: Assistant Superintendent for Human ResourcesEmployment Type: Full-Time, 12-Month PositionBargaining Status: Confidential – Excluded from Collective Bargaining UnitsSalary & HoursSalary Range: $50,000 – $70,000 annually, commensurate with experienceWork Schedule: Monday through Friday, 8:30 a.m. – 4:30 p.m.Hours: 35 hours per weekWork Year: 12 monthsBenefits: New York State Employees’ Retirement System (ERS), district health insurance, paid vacation, personal, and sick leave in accordance with Board policyPosition SummaryThe Personnel & HR Compliance Secretary provides high-level confidential human resources, personnel, and civil service administrative support to the Office of Human Resources. The position is responsible for managing sensitive employee information related to leaves of absence, FMLA, Workers’ Compensation, disability, civil service appointments, and personnel actions. The role requires extensive knowledge of New York Civil Service Law, New York State Education Department laws and regulations, and HR compliance requirements, as well as proficiency with HR information systems including Nvision and Frontline Central, used in support of confidential personnel and HR functions. Due to regular access to confidential medical, personnel, and employment records, this position is excluded from collective bargaining representation under the Taylor Law.Primary ResponsibilitiesLeaves of Absence & FMLA AdministrationTrack, control, and document all types of employee leaves, including FMLA, maternity, medical, student teaching, childcare, and related leaves.Administer the FMLA process from start to finish, including eligibility notices, tracking leave usage, and ensuring required medical documentation is received.Monitor leave balances and determine when employees transition off payroll in coordination with Payroll.Update leave information and related personnel actions in Nvision.Prepare Change of Information forms related to leaves for the Assistant Superintendent for Human Resources’ signature.Provide required leave information to the District Clerk for Board agenda inclusion.Workers’ Compensation AdministrationEnter employee incidents into the Workers’ Compensation system (PMA-Cinch) and coordinate with the carrier handling district claims.Track Workers’ Compensation cases in conjunction with FMLA and leave records when applicable.Submit required Workers’ Compensation reports, including C-11, C-240, C-11 final, and C-107 reimbursement forms.Provide interim medical reports and required documentation to claims adjusters.Coordinate reimbursement of personal time with Payroll when applicable.Prepare and submit annual Workers’ Compensation reports required by New York State.Civil Service AdministrationPrepare and process all required Civil Service forms, including CS-4, CSX-1, CS-41, CS-39, CS-12, CS-12A, and CS-13.Coordinate canvassing for new and replacement positions, including distributing canvass letters, tracking responses, and managing documentation.Coordinate interview scheduling and hiring workflow with HR leadership and hiring administrators.Process appointments, provisional approvals, probationary placements, and leave of absence documentation related to civil service appointments.Track and maintain probationary status updates following appointment.Serve as the primary administrative liaison with the Nassau County Civil Service Commission.HR Systems Administration (Nvision & Frontline Central)Enter and maintain personnel data in Nvision, including new hires, appointments, resignations, terminations, and personnel changes.Prepare Position Authorization Worksheets and Change of Information forms associated with personnel actions.Run HR reports from Nvision as required and provide system-related support to the HR team.Utilize Frontline Central to support confidential HR processes related to personnel actions, documentation management, and HR workflow coordination.Ensure accuracy, data integrity, and confidentiality when accessing HR systems containing sensitive employee information.Provide required personnel information to the District Clerk for Board agenda preparationDisability AdministrationDistribute and process Short-Term Disability applications (ShelterPoint) and Long-Term Disability applications (Mutual of Omaha) as warranted.Collect and submit required documentation and coordinate with carriers and HR leadership.Confidential HR SupportMaintain secure and confidential personnel, medical, and employment records.Exercise discretion and independent judgment when handling sensitive employee information.Prepare ad hoc HR reports and perform related duties consistent with the confidential nature of the position.Minimum QualificationsAssociate’s or Bachelor’s degree preferred.Three to five years of experience in personnel, HR, or civil service administration.Demonstrated experience with FMLA, leaves of absence, Workers’ Compensation, and disability administration.Strong working knowledge of New York Civil Service Law and NYSED HR regulations.Proficiency with HR information systems, including Nvision and Frontline Central.High level of discretion, organization, and attention to detail.Preferred QualificationsExperience in a New York public school district.Prior responsibility for civil service processing and Board-related personnel actions.
