Homeless Liaison (Special Projects Assistant)This position, under the supervision and direction of the Family and Community Engagement Coordinator and the Assistant Superintendent of Student Support Services, is of the utmost importance considering the needs of the children and youth experiencing homelessness. The position is responsible for ensuring the immediate enrollment in the school district of students experiencing homelessness and securing resources for these students, as well as eliminating any potential attendance barriers. The Homeless Liaison, also referred to as the McKinney-Vento Liaison, is responsible to ensure that:Homeless children and youth are identified by school and district personnel and through coordination activities with other agenciesHomeless children and youth enroll in and have a full and equal opportunity to succeed in schools in the districtHomeless families, children, and youth receive educational services for which such families and youth are eligibleThe parents /guardians of homeless children and youth are informed of the educational and related opportunities available to their children and are provided with meaningful opportunities to participate in their children’s educationPublic notice of the educational rights of homeless children and youth is disseminated where such children and youth receive services, such as schools, family shelters, and soup kitchens/food pantriesEnrollment disputes are mediatedThe parents or guardian of a homeless child or youth, and any unaccompanied youth, is fully informed of all transportation services, including transportation to the school origin. Duties include:Assisting in the coordination and implementation of special projects by performing professional, technical, minor administrative, or clerical duties, as appropriate;Preparing and coordinating the preparation of a variety of reports;Explaining state and federal regulations, laws and guidelines to school staff, parents, community members, and other pertinent stakeholders - especially those pertaining to ESSA Title I and McKinney-Vento – that govern professional and technical functions;Acting as a liaison to other Rockland County departments, New York State, local and federal agencies, community groups, organizations, etc., in order to exchange information, coordinate projects, resolve problems, etc.;Maintaining budget records and materials and assisting with office-related budget preparation and reporting;Overseeing and implementing initiatives that are supported by McKinney-Vento funds and funds from other grants that pertain to homeless students;Ensuring that homeless students enroll and receive an equal opportunity to succeed in school; helping ensure the homeless students receive educational services for which they are eligible, as well as referrals to medical health, mental health, dental, and other appropriate services; ensuring the parents and guardians are informed of the educational and related opportunities that are available to their children; assisting with enrollment dispute case and ensure these cases are mediated through the New York State’s enrollment dispute resolution process;Posting educational rights of homeless students in all schools and in the community; collaborating and coordinating with State coordinators, community service providers, and school personnel responsible for the provision of education and related services to homeless children, including transportation as needed;Assisting unaccompanied youth in placement/enrollment decisions; ensuring that unaccompanied youth are immediately enrolled in school pending resolution of disputes that may arise; assisting unaccompanied youth who do not have immunization or medical records to obtain the necessary immunizations or medical records;Assisting in recording all data using the district’s student management system and NYSED’s Reporting System, for students experiencing homelessness, as necessary; providing data and guidance to schools regarding chronic absenteeism; and conducting outreach to students and families of students who are chronically absent;Ensuring that administrators and Family Resource Coordinators in each public school are well informed about the homeless students at their schools; assisting in providing supports and resources to homeless students via school personnel; coordinating the gathering of updates and relevant data on homeless students at each school for reporting purposes.Performing other duties as assigned by the Superintendent of Schools or his/her designee.Qualification and requirements:At least 5 years of experience working in the field of social services, with at least one year serving homeless youth and their familiesWorking knowledge of ESSA, Title I- Part A, and the McKinney-Vento ActBroad familiarity with local and regional family support services, and community-based resources and organizationsSpanish Bilingual (preferred)Bachelor’s Degree (preferred) Apply on www.olasjobs.org
