Elmira City School DistrictJob Description: Supervisor of Special EducationSalary Range: $110,00-$130,000The Supervisor of Special Education is a critical leadership role responsible for overseeing and managing all aspects of special education programs within the Elmira City School District. This position requires a deep understanding of special education laws, regulations, and best practices, as well as the ability to effectively collaborate with teachers, administrators, parents, and the broader community to ensure the needs of students with disabilities are being met.Organizational RelationshipThe Supervisor of Special Education is responsible to the Superintendent or designee in the completion of all responsibilities. The Supervisor of Special Education shall serve in a coordinative relationship with building-level administrators and other supervisors. Essential TraitsThe ability to clearly and concisely communicate with a diverse range of stakeholders, including teachers, parents, and the broader community, is crucial for this role.The Supervisor of Special Education must be adept at collecting, analyzing, and using data to inform program planning, resource allocation, and continuous improvement efforts.The Supervisor of Special education must have strong interpersonal and team-building skills essential for fostering a culture of collaboration and inclusivity among special education and general education staff.The Supervisor must be a passionate advocate for students with disabilities, with the empathy and emotional intelligence to understand and address their unique needs. Role and ResponsibilitiesEnsure compliance with all federal, state, and local laws and regulations related to special education. Including, but not limited to, requirements for the IDEA (Individuals with Disabilities Act), NYS Part 200 and Section 504.Oversee the identification, evaluation, enrollment, and placement of students with an Individual Education Plan in appropriate special education programs.Develops and manages the special education budget, including allocating resources and personnel. This includes collaboration with Business office and oversight of 611 and 619 funding.Collaborate with general education staff to provide professional development and support on inclusive practices.Advocates for the needs of students with disabilities and their families, serving as a liaison between the school district and the community. Provides opportunities for all stakeholders to have opportunities for agency.Monitors and evaluates the effectiveness of special education programs, making data-driven decisions to improve outcomes for students, staff and community.Coordinates with BOCES to provide special education services and programing to all district students. This includes identifying and coordinating contracted services for related providers.Oversees the Districts Medicaid programming and Elmira City School District Compliance Plan. This includes monitoring and implementing services, reviewing documentation, and reporting to all related agencies.Provides direct oversight over the Medicaid billing process, Medicaid portal data entry and coordination and communication with County Agency.SupervisionSupervises and evaluates speech, school psychologist, social workers and associated counselors as required by student’s Individual Education Plans. This includes mentoring, supporting, and providing instructional support materials as needed.Identifies and coordinates instructional staffing needs with the District Special Education Plan.Coordinates the organization and compilation of student data for District management purposes.Ensures the proper maintenance, storage, inventory, acquisition, distribution, use, protection, and disposal of special education equipment according to District Special Education Plan.Identifies and ensures the delivery of relevant professional development to administrators, teachers and support staff. This includes mandated trainings such as but not limited to; Child Find, Megan’s Law, TCI/Restraint Training and all required trainings.Assists in hiring and assigning special education staff as identified in student mapping and program assessment. This includes meeting with Principals and District Administration to provide regular reporting on program status. QualificationsThe successful candidate is required to have Professional School Building Leader (SBL) certification or School District Administrator (SDA) certification.
