Position Overview The Director of ENL & Data Management provides leadership, coordination, and oversight of the district’s English as a New Language (ENL) program and districtwide data management systems. The Director ensures that multilingual learners receive high-quality instructional services aligned with New York State regulations while overseeing the collection, storage, analysis, and reporting of district data related to student demographics, enrollment, program services, and assessments. This position supervises ENL staff, supports instructional program development, and ensures compliance with NYSED regulations, including Part 154 and required state assessments such as NYSITELL and NYSESLAT. The Director collaborates with the Central Registrar and district administrators to verify and analyze data, manages the district’s data warehouse system, NYSSIS, and SEDDAS administration, and coordinates all required state and federal reporting. Key Responsibilities Include, But Are Not Limited To: Providing leadership and direction in the development and implementation of effective ENL instructional programs across all schools. Supervising, observing, and evaluating ENL teachers and related personnel. Overseeing NYS assessments (NYSITELL/NYSESLAT) and ensuring appropriate accommodations for English Language Learners. Coordinating and supervising NYSESLAT Saturday Academy (4 sessions). Serving as a key resource on NYS regulations related to ENL services, including Part 154. Analyzing student performance data to guide instructional decisions and supporting continuous program improvement. Assisting in the development, submission, and oversight of the Title I, II, III, & IV Grants and Consolidated Application. Ensuring timely and accurate submission of all required ENL data to NYSED. Collaborating with building administrators, instructional staff, and support personnel to ensure integrated services for multilingual learners. Leading professional development aligned with ENL strategies, culturally responsive pedagogy, and language acquisition frameworks. Overseeing the collection, storage, and transmission of district data related to student demographics, enrollment, program services, and assessments. Collaborating with Central Registrar to verify, correct, and analyze district data collected. Coordinating all efforts required by the New York State Education Department (NYSED) and implementing statewide data warehouse and federal and state reporting requirements. Managing the data warehouse system administration for the district, as well as the New York State Student Identifier System (NYSSIS) administration and the NYSED Delegated Account System (SEDDAS) administration duties for the district. Monitoring compliance regarding data standards and maintenance of records. Acting as a liaison between the District and NYSED. Securing certification of data by the Superintendent in accordance with NYSED certification schedule. Developing, coordinating, planning and implementing trainings for District personnel on systems and/or NYSED initiative related to data analysis and reporting. Providing status reports to the Assistant Superintendent of Human Resources and Administration regarding the District’s compliance and responds to requests for data for analysis purposes. Coordinating districtwide events. Performing additional responsibilities as assigned by Superintendent of Schools or designee. Required Qualifications: Valid New York State Administrative Certification – School District Leader (SDL) or School District Administrator (SDA) Valid New York State Certification in English to Speakers of Other Languages (ESOL) Minimum of five years of successful teaching experience in ENL/ESOL. Deep understanding of NYS ENL regulations, instructional models, and compliance reporting. Proven experience with staff supervision, program development, and data analysis. Strong communication, collaboration, and organizational skills. Demonstrated commitment to equity, diversity, and multilingual learner achievement. Preferred Qualifications: Experience managing or supporting Title III and state/federal grants. Familiarity with NYS assessments and accountability measures for ELLs.
