Position Overview: The Director of Pupil Personnel Services (PPS)/Special Education reports to the Superintendent and Assistant Superintendent of Human Resources & Administration and oversees all programs and services related to special education, psychological and social work services, speech services, guidance activities, medical services, and home tutoring. The Director ensures compliance with state and federal regulations, supports principals in supervision, and develops policies and programs to meet student needs. Key Responsibilities, But Are Not Limited To : Chairing and coordinating Committee on Special Education (CSE/CPSE) activities, ensuring timely evaluations, placements, and IEP development. Supervising and evaluating special education, speech, psychological, social work, guidance, and nursing staff. Providing input on recruitment, hiring, and tenure recommendations. Overseeing psychological and social work services, including case assignments, parent programs, and home visits. Directing medical services, including health screenings, state reporting, immunization compliance, and CPR/AED training. Managing home tutoring services, including program approval, teacher assignments, and compliance with SED guidelines. Managing the special education budget, prepares reports, and seeks alternative funding sources. Coordinating transportation, diagnostic testing, and related services for special education students. Engaging in professional development to remain informed on current trends in special education. Demonstrating knowledge and experience in collaborating with various stakeholders in meeting the needs of students with special needs. Planning, organizing, and directing activities related to the functions of the Committee on Special Education (CSE/CPSE). Implementing and supervising special education and related service personnel, special education programs and services, including but not limited to co-teaching and self-contained models. Providing direct instructional support for special education teachers as assigned. Coordinating and managing district training (i.e. ABA). Assisting in preparation of SED Data Reporting, IDEA 611 and 619 Grants. Participating in community and parental group activities. Assisting in the development and implementation of curriculum initiatives to meet the needs of students with special needs. Assisting in the preparation of the required federal and state data reports. Observing and evaluating staff including special education teachers, related service personnel, and pupil personnel staff in alignment with the District APPR and evaluation guidelines. Collaborating with BOCES and community-based agencies/schools to facilitate the appropriate placement and services needed for students with disabilities. Facilitating regularly scheduled meetings with administrators, special education teachers, related service providers, and other stakeholders. Performing other such duties as assigned by the Superintendent/Assistant Superintendent of Human Resources & Administration. Required Qualifications: Valid NYS School District Administrator certification Extensive knowledge of special education laws, policies, and instructional programs. Comprehensive knowledge of the Individuals with Disabilities Education Act (IDEA), ESSA, Section 504 of the Rehabilitation Act, Special Education Law, guidelines, and New York State Part 200/201 Regulations as they apply to students with special needs. Knowledgeable of LRE and making appropriate placements, research-based instruction, programs currently available in local agencies. Strong leadership, communication, and organizational skills.
