POSITION TITLE: Assistant Director for Special EducationBARGAINING UNIT: ECASAREPORTS TO: Director of Pupil Personnel ServicesWORK SCHEDULE: 12-monthJOB SUMMARY: The Assistant Director for Special Education supports the Director of Pupil Personnel Services in overseeing and managing the development, implementation, and evaluation of special education programs across the school district. This role involves ensuring compliance with federal, state, and local regulations, providing leadership to staff, and collaborating with various stakeholders to support an inclusive educational environment. The Assistant Director reports to the Director of Pupil Personnel Services and works closely with all administrators, faculty, and staff.KEY RESPONSIBILITIES:Program Development and Implementation:Assist in the development, implementation, and evaluation of special education services and programs that address the academic, social, emotional, and physical needs of students with disabilities. Ensure programs comply with the Individuals with Disabilities Education Act (IDEA), NYS regulations (including Part 200), and district policies.Assist in overseeing the development, implementation, and compliance of Individualized Education Programs (IEPs) in collaboration with administrators, teachers, parents, and providers.Serve as a chairperson for the Committee on Special Education (CSE) and the Committee on Preschool Education (CPSE).Staff Management and Development:Assist in the recruitment, oversight, and evaluation of school psychologists, social workers, counselors, caseworkers, behavior analysts, related service providers, and special education personnel (including teachers, teacher assistants, teacher aides, and clerical).Assists in the coordination of professional development and training to ensure staff adherence to best practices and regulatory requirements.Foster a supportive and collaborative work environment among special education staff.Compliance and Reporting:Assist with monitoring and compliance with all federal, state, and local regulations related to special education. Assist in preparing required reports to the New York State Education Department (NYSED) and other regulatory bodies.Coordinate with the Business Office to ensure the timely and accurate submission of the STAC reports. Maintains an up-to-date census of Students with Disabilities.Assist with the evaluation of program effectiveness and compliance.Budget Management:Assist with the development and management of the budget for special education, including state and federal grants in collaboration with the School Business Official.Collaboration and Advocacy:Collaborate with administrators, faculty, and staff to support the integration of special education programs into the broader educational framework.Serve as a liaison between the district and parents, community organizations, and advocacy groups.Advocate for the needs and rights of all students within the district and the broader community.Student Support:Assists in overseeing the identification, evaluation, and placement process for special education and related services.Ensure appropriate services, accommodations, and modifications are provided to support student success.Assist in addressing and resolving concerns and complaints related to special education. Strategic Planning:Assist with the development and implementation of plans for the continuous improvement of special education programs and services.Stay informed about current trends, research, and innovations in special education programs and services and advocate for the integration of them into the district’s programs.Assist in setting measurable goals and objectives for special education programs and services. Other ResponsibilitiesObserve programs and students in placements outside of the School District.Attend Board of Education meetings when requested by the SuperintendentSupports district initiatives including Multi-Tiered Systems of Support.Attends school and district functions.Performs all other duties as assigned by the Superintendent of Schools.Qualifications:New York State certification as a School District Leader (SDL) or School District Administrator (SDA). Strong leadership, organizational, and communication skills.Ability to work collaboratively with diverse stakeholders.
