Delaware Academy Central School District at DelhiSchool District Treasurer Job DescriptionJob Summary: The School District Treasurer is a key financial officer responsible for maintaining the fiscal integrity of the school district. The Treasurer ensures accurate and compliant financial record keeping in accordance with State Education Law and district policies. The role includes safeguarding district funds, preparing financial reports, overseeing cash flow, and maintaining precise accounting systems. Primary Responsibilities:Serve as custodian of all school district funds; ensure lawful deposit of moneys in designated depositories.Receive district revenues from governmental and other sources; prepare and make deposits as needed.Handle cash/checks, and reconcile accounts with control ledgers and bank accounts to produce monthly Treasurer’s Reports.Record all district receipts and disbursements, maintaining proper backup for audit purposes.Execute wire transfers for payroll, accounts payable, and vendor payments within a multi-factor authentication (MFA) environment.Utilize Positive Pay features and safeguard electronic signatures/check-signing mechanisms.Sign all district checks upon verification by the Claims Auditor.Post ledger entries, balance accounts, and reconcile monthly bank statements across multiple funds.Oversee and maintain schedules for debt service; make payments and record bond and note transactions.File federal, state, and sales tax returns.Enter initial budgets for all funds; manage budget amendments, journal entries, and transfers.Prepare monthly, quarterly, and annual financial reports, including:Monthly Treasurer's Reports941, IT-2104, and 1096/1099 formsST-3 financial reportFS-10, FS-10A, FS-25, FS-10F for grantsAdditional Duties:Provide documentation and support for internal and external audits.Maintain fixed asset inventories and assist with year-end closing.Reconcile unemployment claims and retirement system submissions.Prepare invoices for retiree health insurance, out-of-district tuition, and foster care tuition.Assist with STAC review and BOCES billing.Cross-training with Business Office staff to support key functions including payroll and accounts payable.Perform other duties as assigned by the Business Manager or Superintendent.Qualifications: EITHER:A. Possession of a Bachelor's Degree or higher in Accounting, Business Administration, Finance or related field;OR:B. Possession of an Associate Degree in Accounting, Business Administration, Finance or related field AND two (2) years of full-time, paid experience in responsible financial record keeping duties;OR:C. Possession of a high school diploma or an equivalency diploma recognized by the New York State Department of Education AND four (4) years of full-time, paid experience in responsible financial record keeping duties. Strong knowledge of school district financial regulations, procedures, and reporting standards.Proficiency with accounting software (preferably WinCap) and online banking platforms.Ability to establish and maintain effective relationships with staff, officials, and the public.Strong attention to detail, organizational skills, and ability to manage multiple priorities.Capable of interpreting and applying policies, financial laws, and regulations.Familiarity with TRS/ERS, STAC, and BOCES procedures.Supervision & Reporting: This is a confidential position requiring high levels of trust and integrity. The District Treasurer reports directly to the Business Manager and is appointed by the Board of Education. Appointment is made annually at the District’s Organizational Meeting.
